2 Title: Line Loss (Provider Notification/PN) Indicator for Wireline to Wireless (C /384467) Description: This initiative modifies the existing Provider Notification Report so that Wireless is uniquely identified, and can be distinguished from Wireline Loss Notification. 4 02/13/04 The existing Provider Notification Report will include a new indicator specifically for Wireless. This new indicator will help the CLECs easily identify Wireless from Wireline for Loss Notification. New Value: PN will populate W in the NT field of PN form. Rating 3.3 Title: T5 Retain Directory Listings on Disconnect Orders (C /384095) Description: Currently, if a CLEC wishes to disconnect an existing Loop account and keep the Directory Listing as a stand-alone Directory Account, two LSRs are required. This initiative will allow a CLEC to disconnect a Loop account (REQTYP=AB, ACT=D) and retain the Directory Listing on a single LSR. The Directory Listing will need to remain As-Is, with no changes at the time the Loop is disconnected. 5 02/13/04 To accomplish this, the CLEC would populate REQTYP=AB, ACT=D, EU/ERL=Y (LSOG 5), or ELT=A (LSOG 6). The Loop account will be disconnected, and the separate Fictitious Listing account will be modified to be a Stand- Alone Directory Listing account. Requests to disconnect a Loop and change the Fictitious Listing will still require two LSRs. Reason: Type 5 CLEC Request Rating 4.8 Title: Flow Through Auto Rejects and Edits Phase 5 (C /382205) Description: This initiative will increase LSR accuracy by adding logic to establish unique Edit Engine and Flow Through Auto Reject error codes and messages for the E05/E06FLDH99999 edits. 3 standardize errors returned to the CLECs. Reason: Enhance Flow Through, Measure 4 in CA, and 501/503 FCC Title: T5 End User Data Migration (C /378294) Description: Currently, when CLECs are attempting to acquire a fictitiously billed Line Share account owned by another CLEC/ILEC, they cannot do so because they do not have access to the fictitious TN. The implementation of this initiative will return, on a CSI request, the fictitious number associated with a Line Share account. 5 03/16/04 The following new fields will be added to CSI Response in both LSOG 5 and LSOG 6: SSVC TN Shared Service Telephone Number SSVC Shared Service NDLP Non-Design Loop CSI response provided to CLEC contains either the fictitious TN in one of the fields SSVC-TN or SSVC. If the information is not available these fields will remain blank. Reason: Type 5 CLEC Request (Migration Scenario #14) Rating 4.2 Title: Fiber to the End User for Wholesale (C /384810) Description: This initiative makes the changes necessary for Verizon to provide wholesale voice service in areas served by loops consisting of fiber from the central office to the end user premises (Fiber to the End User). Fiber will be deployed in two primary market environments: Overlay and Greenfield. In an Overlay environment, Verizon will deploy fiber facilities alongside existing copper facilities in selected wire centers. In New Builds, Greenfield scenario, fiber will be deployed instead of copper. Verizon is not required to provide unbundled loops network elements (UNE/Loops and UNE/Platform) over fiber in Greenfield environments. In overlay areas, Verizon will provision unbundled network elements over existing available copper facilities. 4 03/16/04 A new field (FEP Facility Environment Provisioned) will be added to both the Local Response and the Completion June 15, 3
4 Notice (SAR v4) to inform a customer when an end user s service has been provisioned on fiber. Pre-Order and CSI: New Indicators will be provided in Pre-Order Address Validation, Loop Qualification and Customer Service Inquiry Responses to identify the type of facility serving the end user. New fields will be added to the Pre-Order and Customer Service Inquiry Transactions to identify if the address or telephone number is provisioned by Fiber to the End User or Copper. Trouble Administration: LSI-TA will be used to report trouble when an end user s service has been provided on fiber. In order to access LSI- TA all Verizon West WISE Repair users will need to request a digital certificate for the Verizon East LSI-TA. If the Trouble Administration user currently has a Verizon East LSI-TA digital certificate a new certificate will not be necessary. Reason: New Product Documentation Impact: LSOG5, LSOG6 and Trouble Administration Title: Change Number of Allowable Characters in LD1, LD2 and LD3 Fields (C /384277) Description: With the implementation of this initiative, all Order and Pre-Order LD1, LD2 and LD3 field lengths will be expanded from 4 to 10 characters. The LD1, LD2, LD3 table that exists today on the web will be removed. U.S. Postal Code publication 28 should be used for correct abbreviations. 1 03/16/04 Reason: Trouble Ticket (IR # ) Title: T5 Provider Notification in WISE for All Products (C /383826) Description: Currently, the CLECs are only able to receive a WISE Provider Notification (PN) for Notification Type (NT) A, Resale and Unbundled. This enhancement will return a PN for all NT values via the WISE interface. 5 03/16/04 EDI and FAX processes return all NT values on the PN, this initiative will allow an alternate transport medium for the PN report. 5 Reason: Type 5 CLEC Request Rating 4.5 Title: WISE Repair Conversion to LSI Trouble Administration (C /384062) Description: Verizon West will begin converting from the WISE Repair to the company standard LSI Trouble Administration. All trouble administration tickets in states that have been converted to LSI Trouble Administration will be entered into LSI-TA (Local Service Interface Trouble Administration System). In order to access LSI-TA all Verizon West WISE Repair users will need to request a digital certificate for the Verizon East LSI-TA. If the Trouble Administration user currently has a Verizon East LSI-TA digital certificate a new certificate will not be required. 4 03/16/04 The following changes will be implemented in June for the Verizon West WISE Repair system: --The WISE Repair Screen will remove the Fax Closure Notification. --The WISE Repair Screen will remove the Closure Notification option of fax. --The WISE Repair Screen will change the Field from conditional to optional. Tentative Conversion Schedule for Implementation to LSI-TA: Conversion Date State(s) August 21, Texas November 13, Arizona, Nevada and Southern California December Idaho, Oregon, Washington, Northern California and Hawaii January 22, 2005 Ohio, Michigan, Indiana, Illinois and Wisconsin February 26, 2005 Florida, North Carolina and South Carolina *If PA conversion is not completed it will convert on January 22, If the conversion dates should change notification will be sent with the new schedule. 6 Title: FCC Triennial - Batch Hot Cut Process West Phase 2 (C /385659) Description: Phase 2 addresses Flow Through requirements for the Batch Hot Cut Process. All LSRs with the CHC field populated with A or B will be sent to Flow Through for automated processing. 2 03/16/04 Reason: Triennial Review Order FCC paragraph 423, 47 C.F.R. 319(d)(2)(ii), and open cases in NY and NJ Title: T5 Shared UNE Loop Product West (C /384693) Description: This initiative is for a new Digital product offering called Loop Share. Loop Share is a product where a CLEC purchases a UNE Loop from Verizon (DSL qualified) and uses the Loop to provide Voice traffic from a CLECs voice switch (via a Co-Location arrangement) and Data traffic from a CLECs data switch (via a Co-Location arrangement). The ordering CLEC may offer voice and data service or use a partner to provide one of the services. *5 03/16/04 The changes will be implemented with the June release; however, the service will not be available before the August release. If you elect to make these changes with the June release you may test the new product in the CLEC Test Environment (CTE) during the June release. We are waiting on pending Industry approval for the new NC/NCI codes and Service Code Modifiers (SCMD) requested with Telcordia. This release shall incorporate the following: The creation of the Loop Share Product. Migration of Line Split (UNE-P CLEC Voice/CLEC Data) to Loop Share (CLEC Voice/CLEC Data) with Number Portability. Migration of Line Share (VZ Voice/CLEC Data) to Loop Share (CLEC Voice/CLEC Data) with or without Number Portability. Complete Disconnect of Loop Share (disconnect of VLEC and DLEC). New Loop Share with DSLPS Premise Visit. Reason: Docket No , Interim UNE Prices LSOG Version: LSOG 5 and LSOG 6 Documentation Impact: LSOG 5 and LSOG 6 Title: Flow Through Line Share CLEC to CLEC Conversion Orders (C /380687) Description: Flow Through does not currently fully automate LSRs for Line Share CLEC to CLEC Conversion orders. These orders are routed for manual handling. We are creating new edits with this change. 2 Reason: Enhance Flow Through, Measure 4 in CA, and 501/503 FCC Title: Flow Through Fixed Call Forwarding (C /382209) Description: This initiative establishes a new edit to auto-reject an LSR for the fixed call forward telephone number change when the following feature criteria exist: - Fixed call forwarding busy - Fixed call forwarding no answer - Fixed call forwarding busy/no answer 2 The LSR requests no changes to the established fixed call forward telephone number. Reason: Enhance Flow Through, Measure 4 in CA, and 501/503 FCC Withdrawn Additional Edits for Release Title: Wireless LNP and ACT=V (E /380437) Description: The purpose of this Edit Change Request is to validate that LSO is populated when 1 st position of REQTYP=C, ACT=N, V, and to validate the PORTED NBR provided is LNP capable. Edits 4156, 6090 and 5194 have been modified to remove ACT=W. Edit 1185 is being modified to require LSO when the PS TNS and ECCKT fields are blank or N. 1 4 Reason: Trouble Ticket (IR # only associated with Edit 1185) Additional Edits for Release Title: New Edits to Prohibit ER/ELT when DL LACT=Z (E /380437) Description: The purpose of this Edit Change request is to provide further clarification on the use of the ERL/ELT field in conjunction with the LACT field on the DL form. 4 When ERL=N (LSOG 5) or ELT=B (LSOG 6), the correct definition is Do Not Retain Listings. Populating ERL=N, and LACT=Z (Z=Retain Listing As-Is) is considered conflicting information as the ERL/ELT values of N/B indicate do not retain at the account level, while LACT=Z indicates retain listing as is at the line level. The proper use of the field when LACT=Z is to leave the RRL field blank. When the ERL/ELT field is blank, the DL form is optional. Existing coding does not provide ATN for O, R and C orders where the ATN is remaining the same. Per IR , coding for WISE and EDI are to return the ATN field on all order types. 1 Reason: Trouble Ticket (IR # ) Title: Customer Service Inquiry (CSI) Request for Caption Listings P2 (C /377534) Description: Phase 1 of this initiative, implemented in the February, release, allowed the return of Caption Listing, Account Information, Account Details and Directory Listings on CLEC accounts that have no CLEC CL (CLEC Listing=CCNA) or one or more CLEC CL keywords that are the same as the requesting CLEC. 4 Phase 2 of this initiative will enhance the print function to suppress fields on a WISE CSI Response that does not contain data. This will only be applicable to all View All functionality. This initiative will also expand the Remarks field to accept up to 50,000 A/N characters. Facilities will only be mortgaged when the LSR is submitted. Reason: Customer Complaints to the WCCC and the CA PUC caused the WCCC to create a Change Request rather than open a Trouble Ticket. 1 05/18/04 Title: Remove the TXTYP N in Loop Qualification and use the TXTYP H only for Loop Qualification (C /384308) 4 05/18/04 Description: This initiative removes the TXTYP N and only supports the TXTYP H for Loop Qualification responses. The D4A and D4ALST will be returned with TXTYP H Loop Qualification responses. The Bulk Loop June 15, 17
