REGIONAL GROWTH CENTER KEY CONCEPTS The Stakehlder Wrking Grup identified several key pints f agreement t shape develpment f the alternatives and ther recmmendatins. The centers framewrk shuld: Acknwledge reginal and cunty rle, particularly the rle f metrplitan city centers. Evaluate centers by standardized criteria. Cnnect centers t ther centers by transit, and rbust access t transit shuld be prvided thrughut the center. Transit mdes available in the center is imprtant, in cnjunctin with evaluating verall quality f transit service. Evaluate market ptential and grwth trends during the designatin prcess. The Details Checklist (centers must meet all criteria) REGIONAL TIER 1 These centers have a primary reginal rle they have dense existing jbs and husing, highquality transit service, and are planning fr significant grwth. They are expected t accmmdate significant grwth ver the lng-term and will cntinue t serve as majr transit hubs fr the regin. REGIONAL TIER 2 These centers have an imprtant cunty r reginal rle they have dense existing jbs and husing, high-quality transit service, and are planning fr significant grwth. 7 Cuntywide Centers What Wuld This Apprach Achieve? The COUNTYWIDE center criteria wuld establish a cnsistent definitin f smaller, transit-served centers within each cunty. Depending n cunty circumstance and pririties, cuntywide planning plicies may include ther numeric criteria (such as planning requirements) r additinal standards within this verall framewrk. These are ften smaller dwntwns r neighbrhd centers that prvide a mix f husing and services and serve as fcal pints fr lcal and cunty investment and are linked t lcal transit. These centers wuld be a pririty fr cuntywide investment. These centers range frm neighbrhd centers t active crssrads in cities and cmmunities f all sizes. VISION 2040 calls fr develping central places in cities and twns, and these centers als supprt a centers-based apprach t develpment in the regin. MANUFACTURING/INDUSTRIAL CENTER KEY CONCEPTS The Stakehlder Wrking Grup identified several key pints f agreement t shape develpment f the alternatives and ther recmmendatins. The centers framewrk shuld: Recgnize strategically-lcated cncentratins f industrial activity as essential resurces fr the reginal ecnmy. Prtect and leverage critical and difficult-t-replace freight infrastructure (prts, airprt, freight netwrk). Preserve industrial land base fr the lng-term. Identify the imprtant reginal rle f each center, factring in cmmute area, distributin f gds and services t regin, and type f activities in the center. Use a minimum threshld fr infrastructure. Differentiate centers based n jbs, land use, infrastructure, and ecnmic impact. Supprt family wage/living wage jbs. Fcus n access and transprtatin demand management strategies fr cmmuter-fcused transprtatin measures, rather than transit exclusively. PSRC will reflect military facilities in reginal planning as fllws: Centers Cnsider the rle and inclusin f military facilities as part f the tiered centers framewrk. The Reginal Centers Stakehlder Wrking Grup cnsidered the issue f military installatins in the framewrk. FINDINGS: Statewide and reginal imprtance. Military facilities play an imprtant rle in the central Puget Sund regin's ecnmy. As nted in the Prsperity Partnership's Reginal Ecnmic Strategy: Military Cluster Strategy (2012), Washingtn State has ne f the highest cncentratins f military persnnel claiming residence, with the majrity f persnnel lcated at installatins in the central Puget Sund regin. Of the eleven military bases in the state, eight are lcated in the central Puget Sund regin. Jint Base Lewis McChrd is the secnd largest emplyer in Washingtn and the largest emplyer in Pierce Cunty. Naval Base Kitsap is the largest emplyer in Kitsap Cunty. The cmbined ecnmic utput f the regin s military installatins cntributes ver $13 billin t lcal, reginal, and state ecnmies each year. Cntext and rle. Military installatins in the central Puget Sund vary greatly in size, activity, rle and urban frm ranging frm cmpact activity clusters such as Navy Base Kitsap Bremertn s 22,000 emplyees adjacent t the Bremertn reginal grwth center, t several tens f thusands f acres f strategic pen space cmpsing much f Jint-Base Lewis McChrd. Military bases and supprt facilities serve imprtant emplyment rles in the regin and have influenced reginal grwth patterns, but they have key differences frm reginal grwth r manufacturing/industrial centers. Military facilities are nt currently part f the reginal grwth centers strategy, and ppulatin and emplyment grwth is less predictable ver the lng-term. Many military installatins are planning fr diverse husing chices, cmpact develpment, and mix f uses. Unlike centers in VISION 2040, husing pprtunities n base are primarily available t military persnnel and their families. Military bases ffer a variety f civilian emplyment pprtunities and services t military retirees and their families. Jurisdictin. The military serves imprtant rles in the regin, but it des nt plan fr its facilities under the Grwth Management Act r VISION Military installatins d nt plan under GMA r VISION 2040 and generally d nt develp and adpt the kinds f center plans required f lcal gvernments under the centers framewrk. Bth VISION 2040 and the Grwth Management Act include prvisins related t incmpatible uses near bases. 2 Multiple jurisdictins have engaged with military facilities t cnduct Jint Land Use Studies t address encrachment, cmpatible land uses, infrastructure and ther issues and regularly crdinate planning with military facilities. Elective interjurisdictinal crdinatin and plicy supprt fr military facilities has been beneficial fr all parties t address mutual challenges. Funding. Large military facilities can generate significant transprtatin impacts n surrunding jurisdictins. In recgnitin f traffic impacts surrunding Jint Base Lewis-McChrd, Cnnecting Washingtn includes several prjects alng the I-5 crridr t address access t the base. The state and the federal gvernments are wrking t identify and ensure imprvements t base access. PSRC has cmmitted t identifying transprtatin prjects needed t ensure base access are identified and cnsidered in Transprtatin While PSRC s reginal transprtatin funds cannt be spent n-base, identifying transprtatin challenges and imprvements can aide further crdinatin and identify needs fr state and federal resurces. RECOMMENDATIONS: Rle and grwth. The rle f large military facilities with significant cncentratin f persnnel and husing shuld be addressed in the update f VISION Sme large facilities, like Jint Base Lewis McChrd, are f a size and scale cnsistent with large cities in the regin. Military facilities, cuntywide grups, and cities and cunties are encuraged t engage in jint planning with neighbring jurisdictins, especially where military activity is adjacent t centers. Reginal centers. Fr the purpse f reginal centers designatin, jurisdictins may cunt military activity twards center threshlds when the military facility is directly adjacent r surrunded by the center (such as the Naval Base Kitsap-Bremertn Shipyard t the Bremertn reginal grwth center). Center applicatins shuld include a justificatin f the functinal relatinship between the military facility and the center. The regin recgnizes the significance f military bases t the regin s ecnmy. Hwever, because military bases are exempt frm lcal cntrl and have cntrlled access, military facilities shuld nt be cnsidered fr stand-alne reginal center status. Cuntywide centers. If planning has been cmpleted, military facilities shuld be eligible t be identified as cuntywide centers. Funding. PSRC, cuntywide grups, and lcal jurisdictins shuld cntinue t wrk with state and federal partners t secure infrastructure resurces, prvide supprt fr military installatins, and address impacts n surrunding jurisdictins. Military facilities wuld nt be eligible fr reginal center designatin, but culd be designated as cuntywide centers (cnsistent with current plicy).
