5 1.0 Intrductin On Sunday, Octber 29, 2017, the United States Pstal Service plans t implement changes t the fllwing sftware: PstalOne! System Release Business Intelligence Database System (BIDS) Release Crsswalk Release Prgram Registratin Release Facility Access and Shipment Tracking (FAST) Release These Pre-Release Ntes prvide the cntents f the release and affected subsystems. The sectins entitled Crrectins t Knwn Issues are derived frm External Truble Reprts (ETRs) and Engineering Change Requests (ECRs) fr inclusin in these releases. This dcument is prepared based n the knwledge available at the time f its publicatin and any element may be subject t change prir t publicatin. 2.0 Mail.dat Client Supprt Please nte the fllwing regarding the Mail.dat client dwnlad. There is a new Mail.dat client versin with this release. Users shuld dwnlad Mail.dat client versin _PROD frm the Business Custmer Gateway (BCG) using the fllwing path: Mailing Services Electrnic Data Exchange [G t Service] Mail.dat dwnlad (Windws 32-bit, Windws 64-bit r Slaris). 3.0 PstalOne! System Crrectins t Knwn Issues 3.1 Electrnic Data Exchange Fr Mail.XML submissins with enclsed mail pieces where the DcumentVersinData blck is nt ppulated, the lgic fr identifying the enclsures will be updated. Currently, enclsure mail pieces n the "Enclsed By" (hst) pstage statement cannt be identified fr Mail.XML submissins with a blank r missing DcumentVersinData blck. As a result, the pstage statement cannt be finalized; users attempting t finalize such statements receive the errr: "A Full-Service r Mixed Full-Service pstage statement withut piece data cannt be finalized." The updated lgic identifies the enclsed mail pieces and filters them ut f the hst pstage statement's piece cunt. This will enable the pstage statement t be finalized (18338-R) Fr Mail.dat Characteristic file submissins with cntent type CT (catalg), prcessing will be updated t enable the pstage statement t indicate the crrect Mail Prcessing Categry. Currently, pstage statements fr Mail.dat submissins with cntent type CT incrrectly indicate a prcessing categry f "Flat" instead f "Catalg." This issue des nt impact pstage (18333-R) The Mail.dat activity cleanup batch prcessr will be updated s that the Mail.dat client cnfiguratin files specify an increased number f attempts t mve repsitry files t success r failure flders. Mailers may cntact the PstalOne! Help Desk t mdify the Mail.dat client cnfiguratin files default settings, if necessary. Currently, the Mail.dat activity cleanup batch prcessr attempts a maximum f fur times t mve repsitry files t success r failure flders. 6 3.2 Electrnic Verificatin System (evs ) The Electrnic Verificatin System (evs) Mnthly Accunt and Sampling Summary page will be updated t include "Ineligible Cntent Adjustments" ttals (number and amunt) as a separate line item n the first tab f the page. The line displaying the ttal additinal pstage due (current line "k") will be mved t line "l" and the ineligible cntent adjustments ttals (number and amunt) will display n the first tab as line "k". The ineligible cntent adjustments ttal amunt is already included in the ttal additinal pstage due amunt currently displayed n line "k" f the first tab (18291-R) evs will be updated t recncile mail pieces that are flagged as Unmanifested frm a sample against thse which are flagged as Unmanifested by the Prduct Tracking and Reprting (PTR) extract. A rare scenari can ccur where a mail piece is flagged as Unmanifested by PTR and als gets flagged as Unmanifested frm a sample in a different calendar mnth. This causes the piece t shw up n the Unmanifested Reprt in bth mnths. The updated evs lgic will recncile the tw t prevent the same piece frm being included in the Unmanifested Reprt in tw separate calendar mnths (18613-R) The Unmanifested Recrds Reprt will be updated t shw the crrect Pstage Amt. $ fr all pieces in a sample. Currently, the Unmanifested Recrds Reprt displays the "Pstage Amt. $" as zer fr sme pieces. This ccurs when the sample pstage cannt be calculated frm the available sample infrmatin. This is a display issue nly n the Unmanifested Recrds Reprt. The actual pstage is charged crrectly fr these pieces and is crrectly reflected n the evs Mnthly Accunt and Sampling Summary page and the dwnladable versins: Excel, cmma-separated values (CSV), and Printer-Friendly View (17907-R) Fr Third Party Billing (TPB) and nn-tpb adjustment reversal transactins, the Mnthly Adjustment Summary tab f the evs Mnthly Accunt and Sampling Summary page will be updated t clarify the display. The fllwing changes will be made: In the Pieces clumn, the riginal number f pieces will display n the first line f the adjustment reversal transactin, and the number f pieces fr the reversal transactin will display n the secnd line in parentheses t dente that it is a negative number. The adjustment reversal transactin number in the Transactin clumn will display with "AR" (Adjustment Reversal) appended t the end f the number. Fr cmpleted TPB adjustments, a new "Permit #" clumn will be added t bth the Cnslidated Mnthly Accunt Summary and the Third Party Details tabs n the evs Mnthly Accunt and Sampling Summary page. The new "Permit#" clumn will display the Permit number that was used t pay the pstage fr the adjustment (18611-R) evs One-Click Services will be updated t prevent Click-N-Ship Business Pr custmers frm having their master Permit set as a Merchandise Return (MR) Permit. Only Permit Imprint (PI) Permits are allwed as the master Permit fr Click-N-Ship Business Pr (18626-R) 3.3 Pstal Wizard The legacy Pstal Wizard pages fr First-Class Mail, USPS Marketing Mail, Bund Printed Matter, Parcel Select, as well as Media and Library mail will be retired n Octber 29, The new streamlined Pstal Wizard pages will cntinue t be available fr the afrementined mail classes. The Pstal Wizard will be updated t eliminate an errneus validatin, which generates the errr "A statement with a negative net pstage due cannt be submitted. The errr ccurs when a pstage statement with Affixed Pstage "Neither" is submitted, where the affixed pstage cvers the entire pstage amunt (Net Pstage Due = $0) (18881-R) 3.4 Business Intelligence Database System (BIDS) MicrStrategy Reprts A display issue will be crrected n the MicrStrategy Mail Quality Detailed Errr Reprt t enable bundle errrs t display the crrect mail class and prcessing categry. Currently, bundle errrs n this reprt are displaying bth the edc Mail Class and edc Prcessing Categry clumns as "Mixed" instead f shwing the actual mail class and prcessing categry frm the edc. 7 4.0 Facility Access and Shipment Tracking (FAST) Crrectins t Knwn Issues 4.1 Appintments The Facility Access and Shipping Tracking (FAST) System Manage Existing Appintment mdule will be updated t prevent users frm updating a Parcel Return Service (PRS) appintment t a different appintment type. 666-F The Select Date Range entry fields n the Create Publicatin Exclusins page will be updated t set the initial (default) start date t a valid date 22 days beynd the current date. The initial end date will be pre-ppulated with a valid date 7 days beynd the initial start date. Currently, the start date n the Create Publicatin Exclusins page is pre-ppulated with an invalid date. As a result, if the user accepts the default start date, the fllwing errr message is generated: The Start Date cannt be less than 22 days in the future. 140-F Appintment validatin will be updated t return a descriptive errr message fr Parcel Return Service (PRS) appintments created r updated withut an entry fr the Scheduling Frequency. Currently, creating r updating a PRS appintment withut selecting an ptin fr the required Scheduling Frequency field results in the generic errr message: Errr Validating Frm. 675-F 4.2 Custmer Registratin Prfile The FAST System will be adjusted t retrieve and stre Custmer Registratin prfile infrmatin (e.g., crprate address, phne number, address, etc.) when the custmer updates their prfile thrugh the Business Custmer Gateway (BCG). 667-F 4.3 Electrnic Data Exchange FAST Mail.XML message validatin will be updated t prperly accunt fr Daylight Savings Time (DST) in DeliveryApptQueryRequest messages. Currently, when a DeliveryApptQueryRequest message is submitted with a maximum date range (7 full days) and the DST change ccurs within the date range, the fllwing errr is generated: The date range may nt exceed 7 days, even thugh it shuld be a valid date range fr the query. 480-F 4.4 Origin Entry Validatin will be updated fr the FAST Origin Entry (OE) Appintment Scheduling page t crrectly accunt fr the scenari where a facility has an active OE status, but has an inactive r pending Drp Ship status. Scheduling an OE appintment shuld be valid in this scenari; hwever, the OE Appintment Scheduling page incrrectly returns an errr, which prevents the user frm scheduling an OE appintment fr the facility. 665-F The Facility Schedule Origin Entry Reprt will be updated t crrect a validatin issue that generates the errr The Date Range may nt be greater than 3 days fr Area r District searches under certain cnditins. The errr ccurs when users attempt t search by Area r District using a date range that specifies an inclusive 3-day range (e.g., frm 11/05/2017 thrugh 11/07/2017), which shuld be accepted as a valid date range. 608-F 5.0 Prgram Registratin Crrectins t Knwn Issues 5.1 Mail Service Prvider (MSP) Directry The Business Custmer Gateway (BCG) Mail Service Prvider (MSP) dashbard will be updated t display a list f business lcatins alng with the assciated MSP Every Dr Direct Mail (EDDM) directry data. Links will be prvided t enable users t add, update, and preview MSP directry data fr each business lcatin. A link will be available fr the user t request apprval f the additin r update by a USPS Administratr. Once the request has been acted upn by a USPS Administratr, the user will receive ntificatin f the status (denial r apprval) f the actin. 361-P Release Pre-Release Ntes 10/20/2017 Page 3 f 8

8 6.0 Business Custmer Gateway Crrectins t Knwn Issues 6.1 Custmer Validatin Tl Reprts The Permit reprt and Bulk Search reprt available under the Custmer Validatin Tl in the Business Custmer Gateway (BCG) will be updated t display the Enterprise Payment System (EPS) accunt number n the Reprt Results page, if the Permit is linked with an EPS accunt. 67-C, 68-C 7.0 PstalOne! System Enhancements, Updates, and New Functinality 7.1 Infrmed Delivery Supprt will be added fr Mail.dat 17-2 errata versin Referenceable Mail Barcde (RMB) recrds. The updated Mail.dat prcessing supprts Campaign mailings and visibility t Infrmed Delivery. Mail.dat validatin will be updated t supprt the new recrd type, and t ensure that the edc is cnstructed prperly and cnfrms t the Mail.dat technical specificatin. The fcus is n mailers and marketers wh want t de-cuple the presrt data cmmunicatin with the Infrmed Delivery campaign cmmunicatin. This release will allw marketing campaign data withut the presrt Mail.dat data. A marketer r mailer, with the Intelligent Mail barcde (IMb) infrmatin that their Mail.dat withut the presrt data included fr the PstalOne! System, can create Mail.dat jbs with Header (HDR), RMB, and Referenceable Mail Summary (RMS) files and prvide campaigns fr their barcdes directly t the USPS. In turn, the PstalOne! System will share that data with the Infrmed Delivery applicatin which will create the necessary campaign data and share with the cnsumers via e- Mail messages and devices Nte: The existing Infrmed Delivery Mail.dat functinality deplyed in June 2017 is still valid and available. Mailers can still prvide the presrt data with the RMS and RMR data tied t a Cmpnent (CPT), Piece Detail (PDR) r Piece Barcde (PBC) recrd. The afrementined scenaris f HDR, RMS, and RMB are additinal scenaris newly supprted fr this Octber 2017 Release 46. In additin, the Infrmed Delivery applicatin will cntinue t create campaigns using IMb serial ranges; campaigns persnalized at the piece level are nt supprted by the Infrmed Delivery applicatin Mail.dat Infrmed Delivery Only Submissins Infrmed Delivery jbs are accepted via the latest Mail.dat client user interface and batch prcessing mdes. A Custmer Registratin ID (CRID) as well as the Custmer Registratin username and passwrd is required. The CRID must be ppulated in the HDR edc Sender CRID. Marketers will use the same functinality as a Mailer in the Mail.dat client t validate their submissins, validate and uplad, as well as view their histry f submissins (B ) The fllwing Mail.dat Versin 17-2 files are used t generate an Infrmed Delivery jb: HDR (.hdr) The highest file f the single submissin. The Jb ID is the key field cntained in the Header File. RMS (.rms) The Referenceable Mail Summary recrd is the file which includes infrmatin abut the campaign including display name, start and end dates, and campaign cde t aggregate metrics and prvide a reference fr the campaign within mailer systems. RMB (.rmb) The Referenceable Mail Barcde recrd is a new recrd that prvides IMb barcdes tied with campaign images and target URLS t the USPS. This file with RMS and HDR can be prvided as an ptin where the Header file presentatin categry is = I and a RMS file exists t prvide campaign summary data tied t the RMB barcdes directly t the USPS PstalOne! 9 7.1.2 Cnsumer Display - Mapping f Mail.dat Infrmed Delivery Only t Custmer View The Infrmed Delivery applicatin will cntinue t supprt the incrpratin f edc campaign infrmatin. The fllwing data elements are used in the cnsumer messages and dashbard. See Figure 1. 10 7.1.3 PstalOne! Select Infrmed Delivery Only Submissin Rules.hdr Mail.dat Presentatin Categry f I = Infrmed Delivery will be used t differentiate campaigns jbs. The Jb ID must be unique fr 13 mnths. The HDR, RMS, and RMB must be submitted tgether. Update Jbs must als include RMS and RMB tgether. The.rmb Barcde field must be ppulated with a 20, 25, 29, r 31-character value. The Original Jb ID and Original User License Cde are ptinal Campaign Identificatin - Mapping f Mail.dat Campaign Data t Infrmed Delivery Infrmed Delivery uses the cmbinatin (cmpsite key) f the seven data elements (listed belw) t grup, identify and drive an IMb serial range that belngs within a campaign. This data gruping takes place regardless f the data linkage ptin chsen. The campaign data linkage ptins are: 1. Campaign data linkage at Cmpnent level (CPT) 2. Campaign data linkage at Piece Detail level (PDR) 3. Campaign data linkage at Piece Barcde level (PBC) 4. Campaign data linkage at Referenceable Mail Barcde (requires nly HDR, RMS, and RMB) Based n the campaign data linkage ptin used (ne frm the fur listed abve), the seven data elements used as cmpsite key t grup pieces int Serial ranges are: 1. MID frm IMb (PDR/PBC/RMB) 2. Start Date f Campaign (CSM/RMS) 3. End Date f Campaign (CSM/RMS) 4. Ride-Alng Image URL (RMR/RMB type f A) 5. Ride-Alng Target URL (RMR/RMB type f B) 6. Replace Image URL (RMR/RMB type f C) 7. Replace Target URL (RMR/RMB type f D) Nte: Using the data elements identified abve, Infrmed Delivery then determines the lwer and upper IMb serial range fr the given unique set f campaign data. Infrmed Delivery applies the same campaign treatment t all pieces mailed that fall in the lwer and upper IMb serial range identified within edc. As new edcs are submitted with existing unique campaigns (frm a previusly-submitted edc jb/mailing grup), Infrmed Delivery updates the lwer and upper IMb serial range as needed (i.e., if the new set f serials fall utside f the existing defined lwer and upper serial range). Nte: When tw sets f mail pieces with the same Infrmed Delivery campaign data (review the set f seven elements frm abve) are cmbined, then Infrmed Delivery creates ne campaign frm lwer IMb serial t upper IMb serial. In case there are IMb serials that are in between the tw sets and thse serials are nt used n pieces, then thse serials can be kept fr use in ther mailings by creating tw campaigns instead f ne single campaign. This can be achieved by making any f the seven fields different between the tw sets f data (fr instance make a cpy f the Ride-Alng Image URL and use riginal n first set and cpy in the secnd set). 11 7.1.5 Infrmed Delivery Submissin Rules The Infrmed Delivery applicatin perfrms validatins t enfrce the fllwing business rules when creating a campaign frm a Mail.dat mailing submissin. Campaign Start Date cannt be in the past. Campaign End Date cannt be in the past. Campaign End Date must be after the Campaign Start Date. Campaign End Date must be at least ne day after the Campaign Start Date. The Serial Number must be the prper length: either 6 digits r 9 digits, depending n whether a 6-digit r 9-digit Mailer ID (MID) is used. The Target URL must be valid, and must use a lwer-case http (as ppsed t upper-case HTTP ). The Campaign cannt verlap with an existing Active Campaign. Infrmed Delivery campaign. All technical questins and nbarding supprt fr PstalOne! Infrmed Delivery Mail.dat (planned fr fall f 2017) need t be cmmunicated thrugh the Infrmed Delivery edc cntact. The IDPMO can be reached by ing USPSInfrmedDeliveryCampaigns@usps.gv. The Infrmed Delivery edc cntact infrmatin is USPSInfrmedDeliveryeDc@usps.gv. 7.2 PstalOne! System and Enterprise Payment System (EPS) Interface Overview The U.S. Pstal Service is upgrading its payment architecture fr enterprise and business custmers. The new Enterprise Payment System (EPS) will replace the current prduct-centered payment with a centralized accunt management system enabling custmers t pay and manage their services nline using a single accunt. With this release, the PstalOne! System is being integrated with EPS t be able t pay pstage and fees fr cmmercial letters and flats. EPS allws custmers t pay fr USPS prducts and services thrugh an Enterprise Payment accunt that is funded as an Autmated Clearing Huse (ACH) debit r Trust accunt. EPS payment accunt management prvides enhanced security features, centralized balance and accunt management, and a self-service custmer experience. Release Pre-Release Ntes 10/20/2017 Page 7 f 8

12 A number f PstalOne! System areas required integratin t facilitate transactin prcessing with EPS, including: Permits The PstalOne! System nw supprts the assciatin f Permits t an EPS accunt and payment methd. edc Fr mailings submitted electrnically, edc will cntinue t supprt mailer identificatin with a Permit. Optinally, the accunt number assciated with the EPS can be indicated in existing Mail.dat and Mail.XML fields fr the payment accunt number. Pstage Statement Creatin The Pstal Wizard and internatinal pstage statement submissin mdules have all been updated t enable use f an EPS accunt. Other Transactins Refunds, Adjustments, and ther transactins have all been updated t enable use f an EPS accunt Participatin Access t EPS is thrugh the Business Custmer Gateway (BCG). Participatin in EPS is by invitatin nly at this time. Fr mre infrmatin, cntact PaymentMdernizatinMigratinTeam@usps.gv Permit Assciatin and Cnversin The Permit Number, Permit Type, and Finance Number cntinue t be supprted mechanisms t indicate a unique pstage accunt within the PstalOne! System. A custmer wh has nt cnverted t EPS will have n expected changes in their edc, Pstal Wizard submissin, r ther transactin prcessing. Custmers wh create an EPS accunt will be able t link Permits within EPS t their central accunt fr subsequent pstage statements that are generated. Cnverted Permits will have their balances mved t their EPS accunt Permit Exclusins Permits used fr Shipping Prducts and prgrams will nt be able t use an EPS accunt as a payment methd. This includes Official Mail Accunting System (OMAS) and Merchandise Return (MR) Permits, which are nt enabled fr EPS at this time.
