5 1.0 Intrductin On Sunday, March 17, 2019, the United States Pstal Service will implement the fllwing sftware changes: PstalOne! System Release Prgram Registratin Release Enterprise Payment System (EPS) Release Crsswalk Release Facility Access and Shipment Tracking (FAST) Release These Pre-Release Ntes prvide the cntents f the release and affected subsystems. The sectins titled Crrectins t Knwn Issues are derived frm Truble Reprts (ETRs) and Engineering Change Requests (ECRs) fr inclusin in these releases. This dcument is prepared based n the knwledge available at the time f its publicatin and any element may be subject t change prir t publicatin. 2.0 Mail.dat Client Supprt Please nte the fllwing regarding the Mail.dat client dwnlad. There is a new required Mail.dat client versin with this release. Users shuld dwnlad Mail.dat client versin _PROD frm the Business Custmer Gateway (BCG) using the fllwing path: Mailing Services Electrnic Data Exchange [G t Service] Mail.dat dwnlad (Windws 32-bit, Windws 64-bit r Slaris). 3.0 PstalOne! System Enhancements, Updates, and New Functinality 3.1 Enterprise Payment System (EPS) Accunt Verificatin The PstalOne! System will be updated t validate Enterprise Payment System (EPS) accunts at the time f mail acceptance in rder t alert mailers and clerks f any accunt-related issues prir t the mail leaving the acceptance facility. EPS accunts will be validated during the edc uplad, Pstal Wizard statement creatin, and BMEU Permit Entry stages. The EPS accunt verificatin check will be made n any EPS permit that is present fr the Permit Hlder and/r Additinal Pstage Permit (Affixed Pstage and/r verificatin failures). Fr statements entered thrugh the Business Custmer Gateway (BCG) using the Pstal Wizard, mailers will be prevented frm submitting the statement fr finalizatin if any f the fllwing validatin status respnses are received frm EPS. 1. Accunt nt fund 2. Accunt must be active fr purchase 3. EPS accunt des nt have a primary payment methd 4. Invalid Payment Methd status 5. Unverified ACH Debit has invalid spending limit R, R 3.2 Mailing Prmtin Supprt The Pstal Service prpses t supprt the new Infrmed Delivery prmtin and update the existing Mbile Shpping prmtin requirements. The new mailing prmtin related t Infrmed Delivery (ID) campaigns will be supprted as part f the release in March The existing Mbile Shpping prmtin will be updated t remve the eligibility ptin that allwed mailers t claim the Mbile Shpping prmtin using the Infrmed Delivery campaign as an eligibility criterin. 6 3.2.1 Supprt fr New Prmtin Infrmed Delivery Prmtin (ID) The Infrmed Delivery (ID) Prmtin will allw an upfrnt 2% discunt n eligible pstage, where a mailing has an assciated ID campaign in an active/submitted state in the ID applicatin, r submitted as part f the Mail.dat/Mail.XML edc. The Pstal Service applicatins will perfrm tw-part recnciliatin: The initial verificatin wuld take place at the time f pstage statement submissin and finalizatin. The PstalOne! Applicatin will cnfirm if an ID campaign exists in a submitted r active state in the ID applicatin, r if the campaign creatin is submitted as part f the Mail.dat/Mail.XML edc alng with the pstage statement. If a campaign existence r submissin is nt verified the Prmtin will nt be applied. The pst Campaign validatin wuld take place after the ID campaign prcessing is cmplete. The Prgram Registratin applicatin will reprt if the campaign was cmpleted in Infrmed Delivery Mailer Prtal. If the campaign prcessing is nt cmpleted as expected and/r the campaign is canceled prir t the scheduled end date f the campaign, then the discunts wuld be remved by Prgram Office as adjustments. Mail.dat changes t supprt Infrmed Delivery prmtin: Use existing Cmpnent Characteristic Recrd (CCR) value f PI = Infrmed Delivery. Prvide piece barcdes in the Piece Detail Recrd (PDR) r Piece Barcde Recrd (PBC). Campaign Created in MCP The PstalOne! System will use the MIDs and serial numbers t verify the existence f a valid campaign in Infrmed Delivery. Validate the start/end dates as cmpared t Mailing Date. If campaign is a range-based campaign: with valid vlume f pieces cmpared t the vlume n which the discunt is claimed in the pstage statement. MID-Based Campaign Created Using edcs Mailing date f pieces assciated with CCR value PI will be validated against the start/end date f campaign(s) in the Referenceable Mail Summary recrd (RMS). Range-Based Campaign Created Using edcs Mailing date f pieces assciated with CCR value PI will be validated against the start/end date f the campaign(s) in RMS. Vlume f pieces assciated with CCR value PI will be validated against the vlume f pieces assciated with the campaigns in the RMS r Referenceable Mail Recrd (RMR). Mail.XML changes t supprt Infrmed Delivery prmtin: Use existing Incentive blck value f PI = Infrmed Delivery. Prvide piece barcdes in MailPieceCreateRequest Campaign Created in MCP - The PstalOne! 7 3.2.2 Update t Existing Prmtin Mbile Shpping Prmtin The Mbile Shpping Prmtin will be updated t remve the eligibility ptin that allwed mailers t claim Mbile Shpping Prmtin using Infrmed Delivery Campaign as an eligibility criterin. The Mbile Shpping Prmtin will be its wn exclusive prmtin, with its wn eligibility criteria withut any assciatins t the Infrmed Delivery (ID) Prmtin. Mailings that claim Mbile Shpping Prmtin will nt have an ptin t select Infrmed Delivery campaigns when submitting the pstage statements. There are n changes t pstage statements, the Shipping Services File, r the ICR File. BNS Picture Permit Indicia (PPI) Registratin Prcess Update The Pstal Service prpses t implement a new registratin and apprval prcess fr Picture Permit Indicia (PPI). Mailers will be able t lg in t Business Custmer Gateway (BCG) and submit r view their Picture Permit Indicia applicatin requests. A separate applicatin is required fr each mail class (USPS Marketing Mail and First-Class Mail). Once a new request is submitted, the USPS Prgram Office will review and, if eligible, apprve the applicatin(s). Indicia images assciated with the PPI applicatin will be maintained as part f the applicatin. Mailers will be able t update an existing apprved PPI applicatin, which will in turn initiate a secndary/parallel applicatin request. Once the update is apprved, the updated applicatin will verwrite the existing applicatin. There is n expiratin date assciated with the PPI applicatin, and n specific registratin time perid. There is n applicatin fee assciated with the PPI applicatin and n yearly renewal r renewal fee. The per-piece charge fr PPI mailpieces n pstage statement line S17 still applies. Mailers will be able t view their PPI usage/vlume and pstage as part f the PstalOne! System reprts. In the case where an unapprved PPI is assciated with a permit n a pstage statement and the piece charge n line S17 is paid, the pstage statement will be prcessed with the PPI piece charge. Hwever, a warning message will be prvided t the submitter, infrming them that there is n apprved PPI applicatin n file with USPS, and that it is recmmended that they apply fr apprval f their PPI. There are n changes t pstage statements r prices/rates assciated with this prpsed update. As such, there are n anticipated changes needed t mailer sftware. Mail.dat changes: N impact t technical specificatins. A warning message will be prvided t the edc submitter, infrming them that an apprved PPI applicatin des nt exist with USPS, and that it is recmmended that they shuld apply fr apprval f their PPI. In supprt f this validatin update, the fllwing will apply: 1. When an edc claims the PPI fee (.ccr Characteristic Type F (Fee) and.ccr Characteristic PP ), and Mail.dat validatin determines that the permit is ineligible t d s, warning cde 7265 will be displayed: Warning Cde 7265 Descriptin: The.mpa Permit Number is nt eligible t claim.ccr Characteristic Type F = Fee and Characteristic PP = Picture Permit Indicia. Actin: Apply fr apprval f Picture Permit Indicia use. 2. When an edc claims.sfr Service Type PP (Picture Permit Indicia), and Mail.dat validatin determines that the permit is ineligible t d s, warning cde 7266 will be displayed: Warning Cde 7266 Descriptin: The.mpa Permit Number is nt eligible t claim.sfr Service Type PP = Picture Permit Indicia. Actin: Apply fr apprval f Picture Permit Indicia use. Mail.XML changes: N impact t technical specificatins. A warning message will be prvided t the edc submitter, infrming them that an apprved PPI applicatin des nt exist with USPS, and that it is recmmended that they shuld apply fr apprval f their PPI. When an edc claims the PPI incentive (Incentive = PP and Fee = PP in the MailCharacteristic blck f the PstageStatementCreateRequest ), and Mail.XML validatin determines that the permit is ineligible t d s, warning cde 9777 will be displayed: Warning Cde 9777 Descriptin: The Permit Number prvided in the PermitHlderData blck is nt eligible t successfully claim Incentive PP = Picture Permit Indicia. Please apply fr apprval f Picture Permit Indicia use. 2. When an edc claims the PPI Extra Service (ServiceCde = PP and ServiceSubCde = N in the ExtraServiceData blck f the PstageStatementCreateRequest), and Mail.XML validatin determines that the permit is ineligible t d s, warning cde 9778 will be displayed: Warning Cde 9778 Descriptin: The Permit Number prvided in the PermitHlderData blck is nt eligible t successfully claim ServiceCde PP = Picture Permit Indicia. Please apply fr apprval f Picture Permit Indicia use. Shipping Services File Changes: N impact t technical specificatins. PPI is nt supprted by Electrnic Verificatin System (evs). A Package Identificatin Cde (PIC) claiming PPI will be transferred t the manifest errr lg if PPI is claimed n a package. BNS Picture Permit Indicia Registratin Interface and Wrkflw Mailers will access the Picture Permit Indicia (PPI) registratin prcess via link n the Business Custmer Gateway (BCG) labeled Picture Permit Indicia Registratin. The mailer will then select ne f their Custmer Registratin IDs (CRIDs), alng with a permit linked t the selected CRID and the mail class (First-Class Mail r USPS Marketing Mail) fr which they are applying t use the PPI. The mailer will als uplad a mailpiece with the PPI in Prtable Dcument Frmat (PDF), and then submit the applicatin fr review. The submitted applicatin will appear n the Dashbard with a status f Pending Review. If a mailer cannt cmplete the applicatin all at nce, they will be able t save the in-prgress applicatin frm as Incmplete fr later submissin. Thrugh the Dashbard, users will be prvided with functinality t view a list f their Picture Permit Indicia registratin requests and their status. The fllwing wrkflw applies t infrmatin displayed n this list. A Resubmit buttn will be available fr all registratin requests that display a status f Pending Mailer Respnse, which will allw the mailer t cmplete r crrect the registratin (e.g., uplad required PDF mailpiece sample), and then resubmit it fr review. The status f the applicatin will then change t Pending Review. An Update buttn will be available fr all registratin requests that display a status f Active. This will allw the mailer t update the PPI registratin fr the current permit already selected. The active applicatin selected will then be displayed with n sample mailpiece n file. The mailer can then uplad a new PDF mailpiece and cnfirm that they wish t replace the existing applicatin with the updated ne. If apprved, the updated applicatin then becmes Active and the previusly existing applicatin displays a status f Withdrawn. If rejected, the updated applicatin shws a status f Pending Review, and the previusly existing applicatin stays in Active status. A Withdraw buttn will be available fr all active PPI registratins ( Active status) and pending applicatin requests ( Pending Review status). This will allw the mailer t withdraw an active PPI registratin r pending applicatin request. Upn clicking the Withdraw buttn, the user must then click either Cnfirm (t withdraw the registratin/applicatin) r Cancel (t exit the dialg bx and return t the Dashbard with n changes). BNS PstalOne! System Interface with Enterprise Payment System (EPS) The PstalOne! System will mdify the way in which the Mailing City and Mailing State are sent t the Enterprise Payment System (EPS) fr utbund transactins. This will enable the data t be included in the Cmmercial Mailing and Shipping Details reprt and will als be sent t the Infrmed Visibility - Mail Tracking and Reprting (IV-MTR) system fr reprting March Pre-Release Ntes 2/25/2019 Page 4 f 11

9 4.0 PstalOne! System Crrectins t Knwn Issues 4.1 Electrnic Data Exchange Mail.XML Data Distributin will be updated t prperly handle large StartTheClckDelivery messages greater than 500KB. Fr files f this size, the message is split int multiple parts fr Mail.XML Push Data Distributin. Hwever, currently several data elements are missing r incrrect in the resulting split XML files. The DrpShipYesN value is being incrrectly changed frm "Y" t "N" in the split files, and the CntainerID, CntainerType, and Intelligent Mail (IM) barcde (IMcb/IMpb/IMtb) are missing frm the XML split files Mail.dat client validatin will be updated t prevent a system errr frm ccurring n ptential seamless submissins. Currently, when the mailer cnstructs a Mail.dat jb submissin with a Custmer Registratin ID (CRID) enrlled as seamless (either currently r previusly), if the.csm Pstage Statement Mailing Date is nt ppulated n the cntainer(s), the jb fails validatin with a system errr. Fr example, this may ccur in the scenari where a mailer may submit a Mail.dat jb with a blank.csm Cntainer Status if they intend nly t generate a Qualificatin Reprt. The validatin lgic will be updated t bypass the.csm Pstage Statement Mailing Date when it is nt ppulated. This issue des nt impact pstage Mail.dat validatin will be updated t prperly handle deletins fr Intelligent Mail cntainer barcdes (IMcbs) n cnslidatr submissins. Currently, when a Mail.dat deletin jb is submitted fr a tray-based cnslidatr, the pallet IMcbs are nt being deleted frm the PstalOne! System. As a result, valid barcdes can then incrrectly fail edc submissin with errr cde Errr cde 7106 is: "Fr Seamless, the.csm Label: IM Cntainer Or IM Tray Barcde field must be unique within the submitted jb and amngst all physical pallets assciated t the.seg edc Sender CRID value that were finalized within the last 45 days f the Pstage Statement Mailing Date." Fr Mail.dat jbs submitted under a Seamless CRID, validatin will be updated t allw Bund Printed Matter (BPM) Intelligent Mail package barcde (IMpb) piece-level data. The barcde validatin will be bypassed fr IMpb-identified mailings under a Seamless CRID. This impacts the fllwing Mail.dat validatin cdes: Mail.dat Validatin Cde Validatin Cde Descriptin A.pdr r.pbc file must be submitted with yur Seamless edc Submissin. Fr Seamless prcessing, the pdr IM Barcde field must be ppulated with a 20, 25, 29, 31 character value. Fr Seamless Parallel Run prcessing, the pdr IM Barcde field must be ppulated with a 20, 25, 29, 31 character value. Cmments Table 1 - Mail.dat Validatin fr Seamless BPM D nt require the IMb lengths when the prcessing categry is Parcel and the Class and Rate Type are Bund Printed Matter. Mail.dat and Mail.XML validatin will be updated t crrect the evaluatin lgic fr Parcel Select Lightweight Service Type Cde. Currently, fr electrnic Parcel Select Lightweight submissins cntaining valid Service Type Cdes, warning cde 4539 (Mail.dat) r 9571 (Mail.XML) is incrrectly generated. The applicable warning cdes (shwn belw) are unchanged. Mail.dat validatin warning 4539: "Fr {1}, the STC prtin f the IMpb prvided in the.pdr IM Barcde field must match the.mpu Mail Piece Unit - Class. The value prvided was {2}" Mail.XML validatin warning 9571: "The STC prtin f the IMPackageBarcde ppulated in the ServiceTypeCde field f the IMPackageBarcde blck in the MailPieceCreateRequest r MailPieceUpdateRequest must match the FrmType prvided in the QualificatinReprtSummaryCreateRequest message." (20320-R) Mail.dat validatin will be updated t reinstate errr 3955 and prevent it frm being incrrectly generated fr transprtatin update submissins when a cnslidatr has nt been submitted. Mail.dat errr cde 3955 is currently being generated incrrectly fr transprtatin update submissins that have n cnslidatr jb. The errr has been temprarily set t a warning until the issue is reslved. Errr cde 3955 is: "The.csm Cntainer Status field value prvided was {1}; it cannt cntain T = Transprtatin Infrmatin Update, if after R = Ready T Pay r X = Previusly Clsed r Paid, after the c-palletizatin cnslidatr jb has been submitted." 10 4.2 Electrnic Verificatin System (evs) evs will be updated t address issues regarding the autmated assignment f the Business Custmer Gateway (BCG) Verificatin Assessment Evaluatr (VAE) rle t an evs VAE. The autmated prcess t assign the rles will be updated t ensure that the evs VAE rle is nly assigned t Click-N-Ship Business Pr and Premium Frwarding Service Cmmercial (PFSC) mailers. Currently, the prcess is incrrectly assigning the evs VAE rle t any evs mailer with an existing BCG evs rle. Histrical evs VAE recrds will be updated accrdingly t crrect the impacted users. In additin, an issue will be crrected t autmatically de-assign the evs VAE rle frm mailers when they are de-assigned frm the BCG VAE rle The evs Manifest lader will be updated t use a default value f "00000" fr any destinatin ZIP Cdes that have a length less than 5. Currently, manifests cntaining pieces with a 2-digit destinatin ZIP Cde can prevent the manifest file frm lading. This results in a cnditin where the pieces cannt be charged r crrected except by manual interventin Pstage Statement Prcessing An issue will be crrected t use cnsistent runding methdlgy fr USPS Marketing Mail nn-identical pstage statements between the Business Mail Entry Unit (BMEU) and the Pstal Wizard. Currently, there is a difference in the Ttal Weight calculatin fr Presrt verificatin between BMEU and Pstal Wizard entered statements. Within the BMEU, the unit weight fr Presrt verificatin is nt runded up; hwever the Pstal Wizard runds the unit weight. The difference in the Ttal Weight fr Presrt verificatins can smetimes result in different amunts fr the Mail Piece Weight in Ounces, which is used fr calculatin f the Additinal pstage Pstal Wizard The Pstal Wizard will be updated t eliminate the display f an incrrect fee warning message fr Bund Printed Matter (BPM) pstage statements. Currently, during entry f nn-presrted BPM pstage statements in Pstal Wizard, a warning is incrrectly displayed ntifying the user that the BPM fees are nt up-t-date. Presrt/Destinatin Entry Fees are nt applicable t Nn-Presrted/Nn-Destinatin Entry mail The Pstal Wizard Summary will be updated t cnsistently reflect the crrect pening balance and estimated clsing balance fr Enterprise Payment System (EPS) accunts. Currently, when an EPS accunt is linked t a Metered (MT) permit as the primary payment methd fr the EPS trust, the Pstal Wizard Summary and Electrnic Cnfirmatin Acceptance Ntice (ecan) pages d nt display the crrect pening and estimated clsing balances fr the accunt Scan Based Payment Perfrmance will be imprved fr the Unmanifested Mailer Payment Extract in rder t facilitate mre efficient prcessing f Scan Based Payment (SBP) files (20326-R) March Pre-Release Ntes 2/25/2019 Page 6 f 11

11 5.0 Prgram Registratin Enhancements, Updates, and New Functinality 5.1 Infrmed Delivery Prmtin Prgram Registratin will supprt the new Infrmed Delivery prmtin and the update f the existing Mbile Shpping prmtin requirements.
