System Release Enterprise Payment System Release Facility Access and Shipment Tracking (FAST) Release Seamless Acceptance and Service Perfrmance Release These Pre-Release Ntes prvide the prpsed cntents f the releases and affected subsystems. The sectins titled Crrectins t Knwn Issues are derived frm Truble Reprts (ETRs) and Engineering Change Requests (ECRs) fr inclusin in these releases. On Nvember 15, 2018, the Pstal Service ntified the Pstal Regulatry Cmmissin (PRC) f its intent t defer the implementatin f the new dimensinal (DIM) weighting prvisins fr retail and cmmercial Pririty Mail and Pririty Mail Express, and cmmercial Parcel Select, fr all Znes and Entries. Subject t PRC apprval, these DIM weighting prvisins will be delayed until June 23, Further, effective January 27, 2019, the balln pricing currently applying t retail and cmmercial Pririty Mail Znes 1 4 and t cmmercial Parcel Select, all Znes and Entries, will be eliminated, and the current DIM weighting prvisins fr retail and cmmercial Pririty Mail Znes 5 9 will be retained. System Enhancements, Updates, and New Functinality 4.1 First-Class Package Service (FCPS) Zne-Based Pricing The Pstal Service will mdify FCPS pricing t be based n the weight in unces and zne (based n the rigin and destinatin ZIP Cdes). The change will apply t all FCPS pstage statements including FCPS Retail and FCPS Returns. Currently, FCPS pricing is based n unce weight f the package fr retail, cmmercial and Negtiated Service Agreement (NSA) custmers. BNS Charge fr Nn-Mailable Parcels Fund in the Mailstream The Pstal Service will establish a charge fr nn-mailable verweight parcels fund in the mailstream, which must be paid by either the sender r receiver. The shipper r receiver will be required t pick up the nn-mailable verweight piece frm the lcatin where it is fund. Packages fund t be ver the 70-pund limit wuld be required t pay the $100 charge at a retail unit, in additin t the purprted pstage and any fees already paid. The sender r receiver (depending n the lcatin f the piece in the netwrk) will be ntified f the fee and that they must pick up the package within 14 calendar days. If the package is fund at the lcatin at which the sender drpped ff the package, the sender can pick up the package there and nt be charged. If the package is nt picked up within 14 calendar days, the package will be cnsidered abandned, unless the sender r receiver made special arrangements. 11 4.7 Small Parcel Frwarding Fee The Pstal Service will intrduce a flat fee as a new ptin t pay the Pstal Service t frward small parcels f USPS Marketing Mail r Parcel Select Lightweight. These parcels will be frwarded t the address n file and an electrnic Address Change Service (ACS) ntice will be prvided when the change-f-address infrmatin is available in a Change-f-Address (COA) rder. The frwarding fee and electrnic address crrectin fee will be cllected fr each parcel that is frwarded. Undeliverable parcels that cannt be frwarded will be discarded and an electrnic ACS ntice shwing the reasn fr nn-delivery will be prvided. The electrnic address crrectin fee will be cllected. Fees will be cllected via the Address Management System (AMS) ACS accunt. The change will nt impact pstage statements, Mail.dat, Mail.XML, r the Shipping Services File. BNS Peridicals Address Crrectins fr Alternative Addressed Nnsubscriber-Nnrequester Cpies The Pstal Service will allw Peridicals Publishers that mail with an Alternative Address frmat n nnsubscribernnrequester sample cpies t use ne f fur new Service Type IDs (STIDs) in the Intelligent Mail barcde (IMb) t pt ut f receiving address-related ntificatins. Currently, Peridicals Publishers receive the ntificatin (via PS Frm 3579 r electrnic Address Crrectin Service) fr Undeliverable as Addressed (UAA) Peridicals with Occupant r exceptinal addresses that are undeliverable fr address-related reasns. The new STIDs were annunced n Nvember 30, 2018, and may be used n Peridicals with alternative addressing beginning February 23, Publishers that use ne f the fur newly assigned Peridical STIDs in the IMb, with authrized Alternative Addressing frmats, will n lnger receive address-related ntices. When prcessed by Pstal Autmated Redirectin System (PARS), Cmputerized Frwarding System (CFS) r Remte Frwarding System (RFS), the piece will be discarded with n ntice t the publisher. The change will nt impact pstage statements, Mail.dat, Mail.XML, r the Shipping Services File. BNS 1037: R 4.9 Mailing Prmtin Supprt The Pstal Service will supprt the prmtins that were active in 2017: Mbile Shpping, Tactile Sensry & Interactive Engagement, Emerging & Advanced Technlgy, Persnalized Clr Transprm, and Earned Value. In additin, enhancements t the existing Earned Value prmtin will be supprted. The table belw summarizes all f the prmtins t be supprted. This prmtin prvides a 2% discunt n eligible pstage (USPS Marketing Mail Letters/Flats, Regular/Nn-prfit). N changes. During this prmtin, eligible mailers wh incrprate a multisensry experience in their mailpiece may receive a pstage discunt. The Emerging & Advanced Technlgy Prmtin encurage mailers t integrate direct mail with advances in mbile technlgy using NFC technlgy, Vide in Print (ViP), Beacn technlgy, Enhanced Augmented Reality, Virtual reality r a Digital t Direct Mail experience t allw the recipient t engage in innvative digital experiences triggered frm their mailpiece. This prmtin prvides a 2% discunt n eligible pstage (First-Class Mail Letter /Flats, USPS Marketing Mail Letters/Flats, Regular/Nn-prfit). N changes. The service will require nline enrllment and payment f an annual enrllment fee. The enrllment request must be made by the P.O. Bx hlder, with bth the P.O. Bx and street delivery addresses being serviced by the same Pst Office facility. Under certain cnditins, fr mixed-class master mailings cntaining statements paid fr with EPS accunts and nn-eps accunts, when a reversal ccurs the PstalOne! System fails t send the reversal t EPS. The issue is specific t the mixed-class master mailing scenari where a Centralized Accunt Prcessing System (CAPS) debit is still pending fr at least ne f the nn-eps accunts The PstalOne! System will be updated t enable master pstage statements t display mailing details fr USPS Marketing Mail jbs. Currently, a defect in data interpretatin prevents the details fr USPS Marketing Mail master statements frm displaying. This is a display issue nly, and mailing details fr master statements are prperly reflected fr all ther mail classes. As a temprary wrkarund until the issue is crrected, users can drill dwn n the individual pstage statements in the mailing t view the mailing details An issue will be crrected that intermittently prevents Mail Arrival messages frm being generated fr Infrmed Visibility (IV). As a result, IV is missing sme Mail Arrival messages when cmpared with Seamless Acceptance and Service Perfrmance (SASP) (19953-R) 5.7 Pstal Wizard An issue will be crrected t eliminate an errr that is generated when a mailer-submitted Parcel Select pstage statement with Irregular Parcels is adjusted in the BMEU. The PstalOne! System displays the cmbinatin errr: Irregular Parcels are nt eligible fr bth Grund and Balln prices. The issue ccurs during the adjustment mde when the PstalOne! System autmatically selects incrrect Parcel Select mail ptins (Grund, DNDC, DSCF, DDC, and Balln Price) fr the statement. This invalid cmbinatin then triggers the errr. As a temprary wrkarund until the issue is reslved, users can de-select the Parcel Select checkbxes in adjustment mde. In additin, a similar issue will be crrected fr mailer-submitted Parcel Select statements with Irregular Oversized Parcels. If the statement fails weight verificatin and is adjusted at the BMEU, the versize line items fr Nnmachinable Parcel Select DNDC Zne and fr Parcel Select Grund d nt appear in the adjusted statement, which is marked as Irregular Parcel with Oversize Pricing. Mst f the line items in the adjusted statement appear n Weight Nt Over 1 pund lines and the user is nt given the ptin t enter pieces fr the versized parcels. As a temprary wrkarund, users can select the Grund checkbx n the Accunt Verificatin page Self-Service Terminal Self-Service Terminal (SST) prcessing will be updated t ensure that Acceptance Placards can be generated cnsistently fr Enterprise Payment System (EPS) pstage statements. Currently, the SST is unable t generate the Placards if the respnse frm EPS is nt received within a very shrt time interval. The autmated prcess will enable accunt updates t be sent t OAR within the same day as cmpletin f the accunt update E EPS and Package Platfrm Enrllment EPS will be updated t check whether an EPS accunt is actively enrlled in a Package Platfrm prfile prir t evaluating the accunt fr clsure. EPS accunts that are actively enrlled in a Package Platfrm prfile will be restricted frm clsure E, 1214-E 6.2 Amendment Transactins EPS will update validatin f amendment transactin data received frm the PstalOne! System E 7.0 Enterprise Payment System (EPS) Crrectins t Knwn Issues 7.1 Accunt Management The EPS accunt clsure prcess will be updated t prperly accunt fr active payment methds assciated with the accunt when clsing an accunt and/r marking it as Pending Deletin. This will alleviate an issue that can impact EPS accunt transactins after the accunt has been reactivated frm Inactive status. The update will ensure that transactins n a reactivated accunt are able t be prcessed withut interruptin thrugh the Glbal Payment system. When accunts are requested fr clsure, bth the EPS accunt and all f its assciated active payment methds will be marked as Pending Deletin in the interim between the request fr clsure and the prcessing f all assciated utstanding transactins. EPS accunts and their assciated active payment methds will be marked as Inactive nce all the pending transactins have been prcessed. Currently, the accunt clsure prcess fails t identify the active payment methds assciated with an accunt when it has been requested fr clsure, even thugh the prcess crrectly handles the clsure r pending clsure f the EPS accunt itself. As a result, the ACH Debit payment methd(s) are deleted frm Glbal Payment but are nt marked as Pending Deletin r Inactive. Balances are withdrawn frm the accunt s Trust payment methds, but these are als nt marked as Pending Deletin r Inactive. Cnsequently, when a custmer s accunt is reactivated frm inactive status, their payment methds still shw up as active but their ACH Debit requests fail t prcess thrugh Glbal Payment. Likewise, the custmer s Trust payment methds have a balance f $0.00 but are incrrectly marked as active.
