4 1.0 Intrductin On Sunday, January 7, 2018, the United States Pstal Service will implement the fllwing sftware change(s): PstalOne! System Release Business Intelligence Database System (BIDS) Release Prgram Registratin Release Seamless Acceptance and Service Perfrmance (SASP) Release These Pre-Release Ntes prvide the cntents f the release and affected subsystems. The sectins titled Crrectins t Knwn Issues are derived frm External Truble Reprts (ETRs) and Engineering Change Requests (ECRs) fr inclusin in these releases. This dcument is prepared based n the knwledge available at the time f its publicatin and any element may be subject t change prir t publicatin. 2.0 Mail.dat Client Supprt Please nte the fllwing regarding the Mail.dat client dwnlad. There is a new Mail.dat client versin with this release. Users shuld dwnlad Mail.dat client versin _PROD frm the Business Custmer Gateway (BCG) using the fllwing path: Mailing Services Electrnic Data Exchange [G t Service] Mail.dat dwnlad (Windws 32-bit, Windws 64-bit r Slaris). 3.0 Applicable Technical Specificatins Nte: At this time based n the knwn infrmatin in scpe fr this release USPS des nt anticipate a new Mail.dat r Mail.XML versin t be required. Hwever, in case any additinal changes requiring a new versin are intrduced, the fllwing table wuld identify which Mail.dat and Mail.XML versins wuld be supprted with Release by PstalOne! and Facility Access and Shipment Tracking (FAST) applicatins. System Enhancements, Updates, and New Functinality 4.1 Add Bund Printed Matter Flats Up t 24 Ounces t C-Mail DSCF r DDU Only The USPS is cnsidering allwing Bund Printed Matter (BPM) Flats up t 24 unces t be included in the current c-mailing structure which includes USPS Marketing Mail Flats and Peridicals up t 24 unces entered at a Destinatin Sectinal Center Facility (DSCF) r a Destinatin Delivery Unit (DDU). It has been identified that custmers wh c-mail USPS Marketing Mail Flats and Peridicals up t 24 unces als mail BPM Flats. This initiative targets BPM Flats vlume weighing up t 24 unces t be part f the c-mail pl alng with the existing prducts and respnds t the effrt t cmbine similar mail pieces, thus streamlining and enhancing mail preparatin and perating activities. In rder t avid bundles with t much weight per bundle and t ensure bundles will nt R Pre-Release Ntes 11/3/2017 Page 1 f 8

5 split apart, we wuld limit the maximum weight f c-mail BPM and Peridicals flats t 24 unces per piece within the same bundle. The maximum number f heavier pieces wuld be n mre than half f each bundle. In additin, Cpalletizatin is included in this request when the pallet is entered at the DSCF and DDU. This excludes entry at ther lcatins since BPM c-mail is nt allwed t be entered except fr DSCF and DDU. Nte: When all three Mail Classes are in a bundle/cntainer, the USPS Marketing Mail service standard will be used. When a bundle/cntainer has nly Peridicals and BPM pieces, the lnger f the tw service standards will be used. In this example, it wuld be the BPM service standard. This includes bth USPS Marketing Mail and Peridicals. This change will increase the amunt f mail eligible fr a CR pallet discunt, resulting in eligibility fr lwer prices n the mail. ECOMPRO was added as a prduct in January f 2017 and NSA supprt is being added with this release. Pstage Statement PS Frm 3600 FCM will be updated t remve tw lines currently n the pstage statement (current B4 and B6). As a result, the tw remaining lines will be renumbered. Current line B5 will be renumbered B4 and current line B7 will be renumbered B5. Mail currently entered n the tw deleted lines will be entered n the newly numbered B4 (frmerly numbered B5) line. Pstage fr the renumbered B4 (mail that is nt srted by unce increments) wuld be a blended rate. Pieces n the renumbered B5 (srted mail) wuld pay their meter price assciated with each weight increment. This reduces the number f pstage statement lines and eliminates any cnfusin abut where residual pieces need t be reprted. There will be n changes t Mail.dat. There will be n changes t Mail.XML. BNS Limit the Cntent fr First-Class Mail Internatinal (FCMI) t Dcuments The USPS is cnsidering changes t the Internatinal Mail Manual (IMM) and ther system language t clarify that First-Class Mail Internatinal (FCMI) cntent is limited t dcuments in rder t prevent mailers frm inducting gds r merchandise int the FCMI stream. This change will exclude gds frm the FCMI frmat P (letters) and frmat G (flats). This change aligns with the Universal Pstal Unin (UPU) Integrated Prduct Plan (IPP) which will require that frmat P (letters) and frmat G (flats) may cntain nly dcuments, nt gds. The requirement t remve gds als applies t Internatinal Pririty Airmail (IPA) and Internatinal Surface Air Lift (ISAL) letter and flat streams as well. The definitin f dcuments and gds will be updated in the IMM t align with the required UPU changes. There will be n changes t pstage statements. There will be n changes t Mail.dat. The current hard cpy PS Frms 2976, 2976-A and 2976-B will be replaced with the PS Frm 2976-R. The data supplied by the custmer will be entered at the RSS at Retail. A harmnized cmbined custms frm and shipping label will print frm the Retail printer with an IMpb barcde. The Intelligent Mail package barcde (IMpb) will represent requested special services. This change will require updates t the DMM and will als impact the current methds used t accept packages at the Military pst ffices. There will be n changes t pstage statements. There will be n changes t Mail.dat. There will be n changes t Mail.XML. There will be n change t Shipping Services File. BNS Separate Structure f Flats vs. Trays/Tubs fr Peridicals Statement The USPS is cnsidering changes t the Peridical sacks and tray/tub structure. The change wuld require fr the Peridicals sacks versus tray/tubs mailing t be reprted separately n pstage statements. Currently the Peridicals flat trays and tubs share the same lines n the pstage statement. Pstage Statement PS Frm 3541 Peridicals will be updated t separate tray lines frm sack lines in Part E. There will be n changes t Mail.dat. There will be n changes t Mail.XML. There will be n change t Shipping Services File. BNS New Pstal Wizard fr Pririty Mail and Peridicals Pstage Statements The USPS will update the Lk and Feel f the Pstal Wizard pages t enhance the user experience by streamlining data entry t grup similar functinality tgether, reducing the number f pages befre submissin, and imprving errr handling. In additin, perfrmance will be imprved by writing t the database less frequently and remving the cncept f an incmplete pstage statement. 5.0 PstalOne! - Crrectins t Knwn Issues 5.1 Dmestic Pstage Statement Prcessing Fr First-Class Mail pstage statements, a display issue will be crrected t enable the Picture Permit Imprint Fee (line S17) t shw the actual fee. Currently, line S17 displays the Picture Permit Imprint Fee as $0.00 n First-Class Mail pstage statements. This is a display issue nly, as the pstage calculatin uses the crrect Picture Permit Imprint Fee f $0.01 multiplied by the number f pieces t determine the ttal price (18994-R) R Pre-Release Ntes 11/3/2017 Page 5 f 8

9 T increase Start-the-Clck visibility, the PS Frm 3607 placard will be updated t display the unique 99B Cntainer Barcde and additinal new infrmatin within the placard, as specified belw. This applies t all mail classes. The Acceptance Date, Time, and Lcatin will be displayed n all PS Frm 3607 placards in a humanreadable frmat. Fr mailings larger than ne cntainer, a unique 99B barcde will be added fr each cntainer Electrnic Data Exchange New Mail.dat validatin will be implemented t ensure that the Segment file (.seg) edc Sender Custmer Registratin ID (CRID) and the Header file (.hdr) edc Sender CRID did nt change acrss multiple submissins f the same jb. New validatin errr cde 4853 will be generated in this scenari, with the descriptin: When the Jb ID and User License Cde are the same, the.hdr edc Sender CRID and the.seg edc Sender CRID cannt change acrss submissins (19021-R) Mail.dat prcessing will be updated t crrectly accunt fr First-Class Mail enclsure pieces in jb submissins t ensure that the included enclsure mail pieces map t a unique set f rate ingredients. Currently, when First- Class Mail enclsure pieces are included in a Mail.dat jb submissin, the enclsures can map t multiple pstage statement lines. As a result, the Ttal First-Class Mail Enclsure pieces and pstage are incrrectly dubled n the First-Class Mail pstage statement (PS Frm 3600-R). As a temprary wrkarund until the reslutin is implemented, mailers can submit First-Class Mail with enclsures thrugh the Pstal Wizard (18813-R) Mail.dat validatin will be updated t prevent lwer-case values frm being submitted in the Referenceable Mail Recrd (RMR,.rmr) Template Cde field. Mail.dat errr cde 4695 will be generated if a lwer-case r nnalphabetic value is submitted in this field. Errr cde 4695 is: The.rmr RMR Template Cde field must be ppulated with an alphabetic value (A Z) (18899-R) Fr letter-sized Peridicals submitted by Mail.dat, rate categries L3 (Area Distributin Center (ADC) Barcde) and L4 (Mixed ADC Barcde), will be added t the list f exclusins fr letter bundle charges. Currently, Mail.dat letter-sized Peridicals claiming ADC Barcded r Mixed ADC Barcded piece rates are incrrectly receiving bundle charges. The validatin lgic will be crrected s that the errr is nly generated when the ttal number f utside-cunty cpies is greater than 4,999 fr a publicatin claiming a rate type f Y (Regular Limited Circulatin) r W (Science f Agriculture Limited Circulatin). The infrmatin relayed will include the status f the request ( P = Pass r F = Fail) and the date and time the Pass r Fail status ccurred. Fr failed requests, the errr/warning cde and message(s) assciated with the failure will be included n the receipt (19009-R, R, R, R) Mail.dat validatin will be updated t remve the restrictin preventing mre than 10 errr messages t be lgged fr any ne errr cde. With this release, all errr messages will be lgged in the client validatin lg, regardless f the number f times a particular errr cde ccurs. Currently, the client validatin lg file nly recrds 10 errr messages per errr cde, which can hinder an edc Submitter s ability t quickly reslve the issue(s) and resubmit the mailing (19124-R) Fr Mail.XML Peridicals that include Outside Cunty cpies, validatin will be updated t prevent mailers frm claiming a Zne f N (Nt Zned). Mail.XML validatin errr 9454 will be updated t reject Peridicals edc submissins with Outside Cunty cpies claiming Zne N (19127-R) Mail.dat validatin will be updated t remve the restrictin preventing mre than 10 errr messages t be lgged fr any ne errr cde. With this release, all errr messages will be lgged in the client validatin lg, regardless f the number f times a particular errr cde ccurs. Currently, the client validatin lg file nly recrds 10 errr message ccurrences per errr cde, which can hinder an edc Submitter s ability t quickly reslve the issues and resubmit the mailing (19124-R) 5.3 Electrnic Verificatin System (evs ) The Electrnic Verificatin System (evs) Mnthly Recnciliatin Extract will be updated t crrect issues with missing r incrrect infrmatin being included fr Shrt-Paid adjustments. Currently, the header recrd cntains anther cmpany s name and address. The sub-header recrd is missing amunts in required field psitins 19 and 20, and the detail recrds are missing amunts in required field psitins 53 and 55.
