4 1.0 Intrductin On Sunday, July 15, 2018, the United States Pstal Service will implement the fllwing sftware change: PstalOne! System Release These Pre-Release Ntes prvide the cntents f the release and affected subsystems. The sectin titled Crrectins t Knwn Issues is derived frm External Truble Reprts (ETRs) and Engineering Change Requests (ECRs) fr inclusin in this release. This dcument is prepared based n the knwledge available at the time f its publicatin and any element may be subject t change prir t publicatin. 2.0 Mail.dat Client Supprt Please nte the fllwing regarding the Mail.dat client dwnlad. There is n new Mail.dat client versin with this release. Users shuld cntinue t use Mail.dat client versin _PROD. The current Mail.dat Client may be dwnladed frm the Business Custmer Gateway (BCG) using the fllwing path: Mailing Services Electrnic Data Exchange [G t Service] Mail.dat dwnlad (Windws 32- bit, Windws 64-bit r Slaris). 3.0 PstalOne! System Enhancements, Updates, and New Functinality 3.1 Electrnic Data Exchange Effective August 20, 2018 new ballt Service Type Identifiers (STIDs) will be supprted fr mailers submitting pstage statements via Mail.dat r Mail.XML. This change will allw letters and flats t use an Intelligent Mail barcde (IMb) which cntains the new ballt Service Type Identifiers (STIDs) as an element. The new STIDs will be added t the PstalOne! System t enable Mail.dat and Mail.XML submissins using the new ballt STIDs t pass IMb validatin f Full Service mailings withut generating the assciated warning message, as nted belw. Fr Mail.dat, validatin warning 4545 applies t this scenari: "The STID prtin f the IMb in the.pdr IM Barcde field must match the.mpu Mail Piece Unit - Class". Fr Mail.XML, validatin warning 9570 applies t this scenari: "The STID prtin f the IMb ppulated in the ServiceTypeCde field f the IMb blck in the MailPieceCreateRequest r MailPieceUpdateRequest must match the FrmType prvided in the QualificatinReprtSummaryCreateRequest message". System - Crrectins t Knwn Issues 4.1 Electrnic Verificatin System (evs ) Army Pst Office (APO) and Fleet Pst Office (FPO) mail pieces are handled similarly t dmestic parcels. Thse mail pieces are transferred frm USPS t military nshre and then the military transfers the pieces ffshre. Analysis perfrmed n mre than ne millin mail pieces thrughut the first half f Fiscal Year 2018 verified that all evs vlume sent t the fllwing ZIP Cdes is APO/FPO and is priced as nshre. The APO/FPO ZIP Cdes shuld be treated as nshre fr pricing assessments and shuld be excluded frm pst-stratificatin Pstage Adjustment Factr (PAF) calculatin fr ffshre packages n APO/FPO addresses. Therefre, the pst-stratificatin nshre/ffshre assignment fr dmestic mail pieces will evaluate the entry ZIP Cde and destinatin ZIP Cde f the manifested piece accrding t the lgic belw. PO! 6 The mail piece will be categrized as "nshre" if bth r neither f the ZIP Cdes are in the fllwing list: '20521', '20189', '006', '007', '008', '009', '995', '996', '997', '998', '999', '967', '968', '969', r '001'; Otherwise, the piece is cnsidered "ffshre". Exceptins are Destinatin Delivery Unit (DDU) and Destinatin Sectinal Center Facility (DSCF) mail pieces, which are always cnsidered "nshre" (19544-R) 4.2 Peridicals The Peridicals Register View by Entry Facility Type (default initial view) will be updated t crrect an issue that is causing it t display duplicate entries fr entry lcatins that map t multiple lcale keys. The issue is caused by a defect in the reprt lgic during data retrieval. This is a display issue nly and des nt affect pstage (19537-R) 4.3 Pstage Statement Wizard The legacy Pstage Statement Wizard page messages will be updated t indicate that the legacy pages fr Peridicals and Pririty Mail will be deactivated n Octber 1, When users click the legacy Pririty Mail link in the Pstal Wizard, the updated message will be: "Wuld yu like t create a Pririty Mail pstage statement using the new pages? The legacy Pririty Mail link will be disabled n Octber 1, 2018." When users click the legacy Peridicals (PE) r Cmbined PE link in the Pstal Wizard, the updated message will be: "A streamlined versin f the Pstal Wizard pages exists fr Peridicals. Benefits t using the enhanced Pstal Wizard pages include: Streamlined data entry Imprved errr handling Fields displayed nly when they are applicable t the pstage statement Reduced number f clicks Reduced number f pages Imprved perfrmance Wuld yu like t create a Peridicals pstage statement using the new pages? The legacy Peridicals link will be disabled n Octber 1, 2018?" (19549-R) 4.4 Reprts Fr pstage statements prcessed thrugh the Enterprise Payment System (EPS), the PstalOne! System will be updated t prvide the Prcessing Categry in the data sent t EPS fr all transactins. Currently, the PstalOne! System is handling the Prcessing Categry incnsistently amng mail classes fr EPS transactins. As a result, fr sme mail classes the Line Details Reprt data is missing r inaccurate (i.e., des nt match the pstage statement). The issue als affects the related reprts accessed by drilling dwn n line details within the reprt (Sectin Detail reprt, Mail Class reprt) (19473-R), Dcument Histry Date Versin Sectin Descriptin PO!
