7 1. Backgrund The FRC Hub is a cmmunicatins gateway that passes electrnic messages between businesses within the gas industry as shwn in Figure 1. These messages cver varius transactins, such as accunt creatin, custmer transfer ntificatin and meter data infrmatin. Sme transactins are simply aseml, while thers are csv files enclsed in an aseml transactin. This assurance is partly achieved by having Participants validate their transactins via a testing envirnment that checks the frm f the transactin against a set f well-frmed, pre-determined transactins. 8 This prcedure is called certificatin. Certificatin cnfirms Participant s Business Systems and Gateway are certified and remain certified while they are a licensed Participant. The cmplete list f transactins is detailed within the Gas Interface Prtcl (available frm the AEMO website), which prvides a specificatin f the transactins that are undertaken within the gas industry. Appendix B and C prvides a list f transactins that each type f Participant must certify against (where applicable). Dc Ref: v 1.8 Page 8 f 24
9 2. Intrductin AEMO perates and administers the prcess fr certifying participants in the AEMO perated gas retail markets. AEMO cnfirms that an applicant can satisfactrily cnnect t, and interperate with the FBS in accrdance with the interface specificatins and architectural standards defined in Participant Build Packs 2 and 3 fr VIC, Participant Build Pack 4 fr QLD and Participant Build Packs 5 and 6 fr NSW/ACT. This certificatin is purely technical in nature. It des nt imply that the applicant may participate in markets perated by AEMO. Until an apprpriate participant status is granted by the AEMO s Retail Market Operatin (RMO) team, the applicant may nt use the prductin system perated by the FBSA. The FBSA cntrls the participant s ability t send and receive transactins thrugh the hub, while AEMO prvides business authrisatin. A Participant Id uniquely identifies an applicatin fr certificatin f a gateway t the FBS. It is this Participant Id, and therefre the gateway t which the identity applies, that is certified by this prcess. Certificatin Envirnment FBSA have develped an envirnment t be used fr testing and certificatin by participants. 10 2.4. Hub User Id In rder t be able t access the FRC Hub fr certificatin participants need a retail Hub ID prvided by AEMO. Befre a Participant can be issued with a User ID it needs t be registered with AEMO Criteria fr certificatin and re-certificatin. As mentined abve, AEMO s FRC Hub Operatinal Terms and Cnditins sets ut when a Participants needs t certify and recertify. In relatin t recertifying, Sectin 3.4 Participant Re-Certificatin prvides further guidelines abut when a Participant shuld request re-certificatin. Further infrmatin abut whether a Participants needs t certify r recertify and the level f certificatin required can be btained by cntacting the AEMO s Retail Market Operatin (RMO) team via: rm@aem.cm.au Pre-requisites fr Certificatin Applicants will need t create and register a gateway and back end system fr testing and cnnect it t the FRC Gas Test Hub t enable certificatin t take place. Instructins fr gateway registratin and cnnectin are cntained in the FRC Gas Hub Participant User Guide, available n the AEMO website at: Certified participants will be required, at shrt ntice, t incrprate these new Participant Id s int their systems as and when the need arises. These updates are required t be implemented as sn as pssible and nt delayed fr any reasn. Cmmunicatin f new Participant Id s, and any ther infrmatin relevant t the peratin f the FBS will be via . Preparatin fr Certificatin Applicants will fllw these steps t be eligible fr certificatin: Applicants btain the relevant Build Packs cntaining prcess flws, interface definitins and details f system architecture frm AEMO. The Build Packs are available frm the AEMO website: Applicants btain an FRC Gas Hub Participant User Guide and Registratin Frm frm AEMO website Prir t registering Participants shuld discuss with AEMO Retail Market Operatin (RMO) team and cnfirm details via ; Participants shuld discuss requirements with FBS Administratr and then register their intentin t undertake certificatin by t Supprt Hub; Applicants cnnect their Test Gateway t the FRC Test Hub by fllwing the instructins in the FRC Gas Hub Participant User Guide. The FBS Administratr will make available a Sandpit envirnment fr preliminary testing prir t frmal certificatin. Applicants will use this envirnment t test their systems t prepare fr frmal certificatin. Applicants can cmmence certificatin at any time. They shuld nte the start and end time f the certificatin run s transactins/messages can be analysed later. The applicant will then use the Certificatin envirnment t frmally certify. Tw stages f frmal testing will be cnducted by the applicant. These stages are described as Windw 1, and Windw 2. An applicant will need t have successfully cmpleted Windw 1 befre cmmencing Windw 2. Once cmpleted, the applicant will then use the Certificatin Checker t ensure their transactins and messages have passed certificatin. The Participant will then cntact Supprt Hub via t request a final review by FBSAdmin 3.1. Certificatin Windw 1 Messaging (ebml) All applicants need t certify against all the cmpnents f Windw 1. The scripts fr these prcesses fall int three grups. They are 1. Applicants will establish ebml-messaging capability ver SSL. 2. Applicants will establish digital signature capability n messages. 3. Applicants will establish reliable messaging capability n messages. Test scripts fr Windw 1 tests are published by FBS Administratr n its certificatin user interface. These scripts will nt prvide ML fr participants t run but will describe the purpse and steps f each test. Dc Ref: v 1.8 Page 11 f 24
12 3.2. Certificatin Windw 2 Transactins In Windw 2 applicants will carry ut sme generic aseml certificatin tests, as well certifying specific transactins that they need t pursue accrding t their rle in the industry. Distributrs will certify against a different set f Transactins t Retailers. Applicants can nminate which aseml transactins they wish t be certified fr by using the certificatin user interface. The interface grups the transactins accrding t aseml transactin grups but des nt frce an applicant t certify fr an entire grup. Individual transactins can be selected within grups. Test scripts fr Windw 2 generic aseml tests are published by FBSA n its certificatin user interface. Scripts fr ther Windw 2 transactin tests have nt been published. Each transactin test takes the same frmat: The initiatr (either the applicant r the Certificatin Respnder) sends the transactin The receiver sends an ebml acknwledgement The receiver sends an aseml transactin acknwledgement The initiatr sends an ebml acknwledgement. Appendix A prvides sme additinal infrmatin regarding aseml transactins that cntain CSV cntent. NB The test envirnment des nt have the same prcessing capabilities as the prductin envirnment, s test transactins shuld nt have mre than 100 rws f CSV data in any transactin. Appendix B and C prvides a list f transactins that each type f Participant must certify against (where applicable). Detailed descriptins f each transactin are cntained within the Participant Build Packs which are available frm the AEMO website Certificatin Ntificatin When these prcedures have been cmpleted, the applicant will utilise the Certificatin Checker t ensure the certificatin has passed. Once the Certificatin Checker has shwn all required transactins as passed the applicant will then advise the FBSA, wh will review the results f the certificatin prcess. When an applicant has been successful, the FBSA will certify that n a technical basis, they are eligible t participate in the Gas Market, using the transactins fr which they have been certified. The FBSA will prduce a reprt advising the applicant and AEMO f the results f the certificatin prcess and the eligibility status f the applicant. Dc Ref: v 1.8 Page 12 f 24

Until an apprpriate participant status is granted by the AEMO Retail Market Operatin (RMO) team, the applicant may nt use the prductin system perated by the FBSA Participant Re-Certificatin While the reasns fr re-certificatin may vary, the prcess used fr certificatin r re-certificatin des nt change. The Participant is respnsible fr selecting the transactins that they wish t test against. Hwever, participants wh require partial re-certificatin shuld discuss the matter with the AEMO Retail Market Operatin (RMO) team befre prceeding with the re-certificatin. Participants shuld then advise the FBS Hub Administratr f the transactins they wish t re-certify against At the Participants Request A participant may request re-certificatin fr all r part f their certificatin set if they believe this t be necessary t cntinue sending & receiving gas transactins. The FBSA recmmends that if any f the fllwing ccur an applicant shuld request re-certificatin: 1. They change their firewall cnfiguratin. 2. They relcate their gateway Message Service Handler (MSH). 3. They change the hardware r sftware platfrm n which their gateway MSH is deplyed. 4. They make majr changes in applicatin services behind the gateway. 5. They make any ther changes that might reasnably be cnsidered t render their current certificatin invalid. Ultimately it is up t each certified participant t ensure that their certificatin remains valid after any cnfiguratin changes, such as thse abve At the Request f the FBSA FBSA may request re-certificatin n any part f the certificatin prcess by participants in the event f: 1. FRC Hub functinality changes and upgrades; 2. FRC B2B System Specificatin changes; 3. aseml schema changes; certificate revcatins. 5. Participant gateway changes. Fr re-certificatin, all r part f the certificatin prcess will apply, as is apprpriate t the circumstances at hand. Dc Ref: v 1.8 Page 13 f 24
14 3.7. Blcking a Participant It may be the case that after certificatin, fr a variety f reasns, bth predictable and unpredictable, a Participant begins sending nncnfrming material thrugh the FBS. In this instance, the FBSA may need t blck thse types f messages that are nn-cnfrming. If mre than ne Participant r AEMO infrms the FBSA that at least 100 instances f badly frmed aseml have been received frm a participant; r if that Participant is failing t cmply with the requirements f FBS reliable messaging r the FBS nn-repudiatin strategy, the FBSA will: Request a cpy f the badly frmed messages frm recipients. Advise the Participant f the need fr re-certificatin fr particular transactin grups, r fr re-certificatin f sme r all f the mre fundamental messaging capabilities. Request the Participant t undertake the certificatin prcess again fr the relevant transactin grup within 5 business days f receiving the request. In the event that a Participant des nt cmply with a re-certificatin request r is nt able t successfully re-certify, then AEMO will cancel the Participant's certificatin fr the specific transactin grups in which they are failing until the Participant is re-certified and the FBSA may blck participants frm using the hub. This "blcking" f transactins is nt a physical rejectin but is pliced by audit. If the FBSA's audit prcess detects a participant sending transactins fr which it is nt currently certified, the FBSA will cntact the ffending participant fr an explanatin. If the explanatin is deemed t be unsatisfactry r if the Participant cntinues t send transactins fr it is nt currently certified the breach will be reprted t the relevant regulatr (the ffending Participant will be infrmed f the FBSA s advice t the relevant regulatr) Certificatin User Interface AEMO has develped a brwser-based user interface t assist participants in their certificatin. 15 4. Certificatin Prcess This sectin describes the prcess thrugh which rganisatins wishing t participate in the AEMO perated Retail Markets can achieve technical certificatin. This applies t new Participants wishing t certify their systems fr the first time and existing Participants whse systems have been changed wh are required t re-certify their systems t cntinue using the FBS. There are a variety f scripts that an applicant must run t demnstrate that they are capable f interperating. These fall int tw windws, the messaging capabilities being the first, and the transactin capabilities being the secnd. The diagram belw shws the certificatin prcess that must be undertaken fr a new r existing participant t have their systems certified. 16 4.2. Steps in Certificatin Prcess Ntify AEMO The first step in the certificatin prcess is fr the Participant t cnfirm with AEMO that the Participant is abut t start the certificatin prcess. In the case f new Participants r significant upgrades t existing gateways, Participants must fully certify their gateways. In the case f smaller changes Participants shuld discuss the changes with AEMO t determine what transactins they may be required t re-certify Cmplete Registratin Frm Participants wuld then ntify the FBSA and cmplete the registratin frms prvided by the FBSA. This prvides the FSA with a request t prvide a test envirnment be made available t cmmence the certificatin prcess AEMO Cnfirms Eligibility AEMO will cnfirm the Participant s eligibility t undertake the certificatin prcess and advise the FBSA f any additinal requirements r dergatins that are relevant t the participant (eg reduced set f transactins required t be certified) FBSA Receives the Registratin Frms The FBSA receives the registratin frms frm the Participant and advice frm AEMO regarding the Participants eligibility t undertake the Certificatin prcess. The FBSA will make a test envirnment available, s that the Participant can run the respnder scripts t test their gateway. If a full certificatin set is nt required Participants must advise FBSA f the subset f transactins that will be certified Supply Certificates The FBSA will advise the Participant that the test envirnment is available fr the participant t undertake the Certificatin prcess. If necessary, the FBSA will prvide the necessary security certificates fr the Participant t undertake the Certificatin prcess Cnfigure Gateway The participant wuld then cnfigure their gateway and relevant back-end systems in preparatin fr undertaking the certificatin Dc Ref: v 1.8 Page 16 f 24
17 Run Certificatin Scripts The Participant wuld then run the varius scripts as specified and identify any issues that may arise. The Participant wuld then cmplete a Certificatin Checklist, available frm the AEMO website at and t the FBSA t request review Check Results The Participant will then utilise the Certificatin Checker t determine which transactins/messages have passed certificatin. Once all messages / transactins have passed certificatin, the participant will cntact Supprt Hub via t request a final review by FBSAdmin Review Results and Adjust If the Participant has nt successfully cmpleted the test scripts they shuld review the results via the Certificatin checker and make the necessary adjustments t their gateway befre re-testing their systems Review Results The FBSA will review the results f the test scripts and determine whether the Participant has cmpleted the test scripts successfully Outcme f Review The FBSA determines whether r nt the Participant has successfully cmpleted the test scripts they were testing their gateway against and will ntify the Participant accrdingly Review Results and Adjust If the Participant has nt successfully cmpleted the test scripts, they will repeat steps frm sectin Infrm Participant & AEMO Once the Participant has successfully cmpleted all the test scripts the FBSA will prvide advice t bth the Participant and AEMO Retail Market Operatin (RMO) team that the Participant has successfully cmpleted the test transactins Authrise Participant t use Hub If AEMO is satisfied with the utcmes f the certificatin prcess and the Participant has met their ther regulatry and market requirements enabling them t actively participate in the retail market, AEMO will then Dc Ref: v 1.8 Page 17 f 24
