3 Intrductin t FACCS Certificatin The Purpse The Flrida Assciatin f Christian Clleges and Schls (FACCS) prfessinal educatr certificatin is nt an attempt t standardize, license, regulate, r cntrl any individual, schl, church, rganizatin, r entity. Specifically, the certificatin f an individual is t assist in benefiting the quality f Christian educatin. Further, it is meant t prvide an individual with a prfessinal credential; t encurage cntinuing spiritual and educatinal accmplishments; t prvide a valid educatinal character reference; and t benefit the verall public relatins aspect f the Christian schl ministry. It is NOT meant t replace r diminish the certificatin prgram f the state Department f Educatin. FACCS certificatin is unique in that it requires nt nly educatinal excellence, but als distinctively Christian philsphical elements necessary fr a quality Christian educatin. The Privilege FACCS certificatin is a privilege affrded t the faculty and staff f any participating member r accredited schl whse President, Bard Chair, Schl Administratr, Headmaster, r Principal has signed the individual s applicatin. The individual must be gainfully emplyed by the member schl befre certificatin will be granted. The certificate is the sle prperty f the name bearer and that persn is fully accuntable t maintain certificatin standards. There is an exceptin prvided fr teachers wh are seeking emplyment with a FACCS schl t gain certificatin befre being hired. The Prcess FACCS certificatin briefly invlves the fllwing areas: the undergraduate and graduate educatinal preparatin f the applicant, specifically degrees earned; the ttal number f educatinal and administrative curses cmpleted in the abve mentined degree prgrams; the specific areas f cncentrated study fr subject area endrsement. In rder fr these areas t be apprpriately examined, an individual desiring certificatin must d the fllwing: cmplete an nline FACCS Prfessinal Educatr Certificatin Applicatin in its entirety (paper applicatins may be cmpleted as well, but are nt preferred); uplad frm ur website, , r mail verified cpies f transcripts frm ALL cllege, seminary, Bible institute, university, r ther training facilities, r have them sent directly frm the schl t the FACCS Office f Prgram Services (grade reprts and nn-fficial cpies f transcripts are nt acceptable) - see page 7 fr mre infrmatin; uplad frm ur website, , r mail a cpy f the Master In-service Prgram (MIP) transcript dwnladable frm the MIP web site if yu are renewing a certificate. This is nt applicable t new applicants. pay nline r mail the apprpriate applicatin fees and additinal fees (if applicable) fr each certificate type and level desired and any late r reinstatement fees; nce all f the abve have been received by the FACCS Office f Prgram Services, allw at least 2 weeks fr the electrnic applicatins t be prcessed and 6 weeks fr paper applicatins t be prcessed befre cntacting FACCS t check n the status. *See the attached FACCS Prfessinal Educatr Initial Certificatin Requirements charts fr detailed requirements fr each certificate type and level. 4 FACCS Certificate Types and Levels FACCS ffers tw types f certificates fr teachers and administratrs. Bth certificate types are valid Prfessinal Educatr certificates and apply tward FACCS schl accreditatin. A Prfessinal Certificate is issued t any applicant wh meets the minimum requirements f the certificate level fr which the individual applies.* It is valid fr five (5) years frm the date f issue and is renewable. A Temprary Certificate is issued t any applicant wh shws prgress tward the minimum requirements f the certificate level fr which an individual applies, but lacks sme necessary elements f Prfessinal Certificatin. It is valid fr three (3) years frm the date f issue and is NOT renewable. The certificate hlder must cmplete all necessary requirements as listed n the Prfessinal Certificatin Plan (PCP) t mve t the Prfessinal Certificate within the certificate perid. See Temprary Certificate Restrictin n pg. 8. *There is als a Prvisinal (B) Certificate that was issued t FACCS certificate hlders prir t 1999 wh did nt qualify fr certificatin under the 1999 guidelines; hwever, they were grandfathered in under this certificate type. N new r reinstated Prvisinal (B) Certificates will be issued. Fr present hlders f this certificate, it is valid fr three (3) years and is renewable as lng as it des nt expire. If the certificate expires, the hlder will immediately becme accuntable t the mst recent manual guidelines. FACCS ffers three levels f certificates within the certificate types. A Teacher Certificate is issued t any individual wh actively teaches in the schl setting, either part r full-time. There are fur sub-levels f this certificate: Early Educatin Teacher - ne wh teaches in the K3/K4 grades at least 50% f the instructinal day; includes membership in the FACCS Early Educatr Divisin (FEED); Elementary Teacher - ne wh teaches in Kindergarten thrugh 6 th grade at least 50% f the instructinal day; Middle Schl Teacher - ne wh teaches in 6 th thrugh 8 th grade at least 50% f the instructinal day at least ne subject area endrsement is required; Secndary Teacher - ne wh teaches in 9 th thrugh 12 th grade at least 50% f the instructinal day at least ne subject area endrsement is required; All-Level Teacher - ne wh teaches in varius grade levels within a specific subject area thrughut the instructinal day at least ne subject area endrsement is required. An Administratr Certificate is awarded t any individual wh serves in any administrative psitin in the schl setting at least 50% f the instructinal day. A Prfessinal Services Certificate is awarded t any individual wh serves in a prfessinal, service-based psitin that is neither administrative nr teaching in nature. 5 FACCS Certificatin Renewal and Reinstatement Certificatin Upgrade is attained when an active Temprary Certificate hlder applies fr a Certificatin Upgrade frm Temprary t Prfessinal status. If the applicant hlds an active Temprary Certificate, all requirements as stated n the Prfessinal Certificatin Plan (PCP) must be cmpleted and all transcripts and/r certificates f prf must be received in the Office f Prgram Services befre the certificate expires fr upgrade t Prfessinal Certificatin t be granted. (Applicatin fr upgrade may be submitted as sn as PCP requirements are fulfilled) If a Temprary Certificate hlder cmpletes all PCP requirements within 90 days f the riginal certificate issuance, he/she may file an applicatin fr a certificate reprint and receive the apprpriate Prfessinal Certificate. The applicatin fr reprint, fee, prf f cmpletin f requirements, and Temprary Certificate must be returned t the Office f Prgram Services within 90 days f the riginal date f issuance. If a Temprary Certificate is nearing expiratin and PCP requirements have nt been met, the hlder may apply fr a Certificatin Perid Extensin - see the applicatin. If a Temprary Certificate hlder des nt cmplete the PCP requirements befre the certificate expires, he/she will be placed n an inactive status and cannt be upgraded r awarded anther Temprary Certificate until all PCP requirements are cmpleted. Certificatin Renewal is attained when an active Prfessinal r Prvisinal Certificate hlder applies fr Certificatin Renewal with the FACCS Office f Prgram Services anytime within the 6 mnths prir t the active certificate expiratin date. If the applicant hlds an active Prfessinal Certificate, all In-Service Pints (ISPs) r qualifying cllege curse wrk must be cmpleted and all transcripts and/r certificates f prf must be received in the Office f Prgram Services within the 6 mnths befre the certificate expires fr renewal t be granted. (See pg. 6 fr requirements) If a Prfessinal Certificate is nearing expiratin and renewal requirements have nt been met, the hlder may apply fr a Certificatin Perid Extensin - see applicatin. If a Prfessinal Certificate hlder des nt cmplete renewal requirements befre the certificate expires, he/she will be placed n an inactive status and cannt be renewed r reinstated until all requirements are cmpleted and an applicatin fr Late Certificatin Renewal r Certificatin Reinstatement is filed. If the applicant hlds an active Prvisinal Certificate, all In-Service Pints (ISPs) r qualifying cllege curse wrk must be cmpleted and all transcripts and/r certificates f prf must be received in the Office f Prgram Services within the 6 mnths befre the certificate expires fr renewal t be granted. (See pg. 6 fr requirements) If a Prvisinal Certificate hlder des nt cmplete renewal requirements befre the certificate expires, he/she will be placed n inactive status and cannt be reinstated t a Prvisinal Certificate level. The individual then becmes accuntable t the mst recent certificatin standards. It is imperative that a Prvisinal Certificate hlder nt allw the certificate t expire. If a Prvisinal Certificate is nearing expiratin and renewal requirements have nt been met, the hlder may apply fr a Certificatin Perid Extensin - see the applicatin. Versin Revised 6/2017 4

6 Accruing In-service Pints (ISPs) is the sle methd fr attaining renewal f a Prfessinal r Prvisinal (B) Certificate. ISPs are units f prfessinal in-service educatin that are necessary fr teachers/administratrs t remain fresh, active, and engaged in a learning cmmunity. ISPs are nt necessary fr an upgrade frm Temprary t Prfessinal status. ISPs are accrued tward FACCS Certificatin Renewal by the fllwing methd: One (1) ISP (In-service Pint) = 50 minutes f in-service instructin (1 clck hur) One (1) semester cllege credit = 20 ISPs Minimum Requirements fr Certificatin Renewal ** Fr Prfessinal Certificate Renewal: One hundred twenty (120) ISPs are required. They must all be cmpleted within the certificate perid (after the date f issue / befre the date f expiratin). Fr Prvisinal (B) Certificate Renewal: Sixty (60) ISPs are required. They must all be cmpleted within the three (3) year certificate perid. (after the date f issue / befre the date f expiratin) Schls wh wish t participate in the FACCS Prfessinal Educatr Certificatin Prgram are required t register annually with the Master Inservice Prgram fr ISP credits t cunt. Please sign up with this prgram annually by July 1 st t insure n lapse in service. All in-service pprtunities, fr which a schl r certificate hlder desires t receive ISP credit, must be pre-apprved by the Master Inservice Prgram. As the certificate hlder nears renewal, he/she must request a transcript f in-service pints frm the Master Inservice Prgram which, when accmpanying the applicatin, serves as prf f ISP fulfillment. *ISPs listed with the Master Inservice Prgram are apprved by FACCS tward renewal, with the exceptin f excessive credits frm ne prvider. ISPs can be acquired thrugh a variety f resurces: Cnventins and cnferences, Off-campus seminars ffered fr ISP credit by a qualified instructr, Taking r CLEPing cllege curses at an accredited r FACCS Apprved Cllege r University (20 ISPs per semester credit hur) DVD and nline seminars that meet the FACCS requirements fr ISP credit, On-campus, teacher in-service sessins that meet the FACCS requirements fr ISP credit. Serving n accreditatin teams, special bards, wrkshp presentatins, etc. Of the ne hundred twenty (120) ISPs required fr FACCS certificatin renewal, up t thirty (30) ISPs may be frm nn-educatinal areas (Bible/church cnferences, business seminars, persnal enrichment wrkshps, etc.) The remaining ISPs must be educatinal in nature, preferably within teaching and certificate field, t cunt tward Certificatin Renewal. One can earn ISP credit thrugh MIP fr preparing and teaching cllege-level curses (undergraduate, graduate, r pst-graduate) at an accredited r FACCS apprved cllege/university: Fr each semester credit hur, the candidate will earn twenty (20) ISPs A curse may be submitted and apprved nly nce per lifetime (regardless f hw many actual classrm presentatins are made) These ISPs cannt be cunted tward FDOE certificate renewal Versin Revised 6/2017 5

7 Late Certificatin Renewal is achieved when a Prfessinal Certificate hlder, wh has allwed his/her certificate t expire and has been placed n an inactive status, applies fr renewal with the FACCS Office f Prgram Services within ne calendar year f the expiratin date n the certificate. This ptin is NOT available t Temprary r Prvisinal Certificate hlders. All PCP, ISP requirements r qualifying cllege curse wrk must have been cmpleted within ne year f the expiratin date n the certificate. All transcripts/certificates f cmpletin must be received in the Office f Prgram Services within ne year f the expiratin date fr Late Certificatin Renewal t be granted. The Late Filing Fee must be paid alng with the standard Evaluatin Fee. Certificatin Reinstatement is achieved when a Prfessinal Certificate hlder, wh has allwed his/her certificate t expire and has been placed n an inactive status, applies fr reinstatement with the FACCS Office f Prgram Services later than ne (1) year after the expiratin date n the certificate. This ptin is NOT available t Temprary r Prvisinal Certificate hlders. The applicant must meet all present guidelines fr certificatin status (minimum degree, Philsphy f Christian Educatin curse, and required educatin/subject area hurs) If all minimum requirements are met, the applicant will be issued a Reinstated Prfessinal Certificate that is valid fr three (3) years. During the three year reinstated certificatin perid, the applicant must cmplete ne hundred twenty (120) ISPs befre being renewed. Accredited means any cllege/university/seminary that hlds accredited status with any f the fllwing: ne (1) r mre f the reginal accrediting agencies apprved fr pst-secndary credit transference by the US Office f Educatin: Middle States Assciatin Of Clleges And Schls Cmmissin n Higher Educatin: Candidate fr Accreditatin New England Assciatin Of Schls And Clleges Cmmissin n Institutins f Higher Educatin: Candidate fr Accreditatin Cmmissin n Technical and Career Institutins: Candidate fr Accreditatin Nrth Central Assciatin Of Clleges And Schls - AdvancED Cmmissin n Institutins f Higher Educatin: Candidate fr Accreditatin Cmmissin n Accreditatin and Schl Imprvement, Bard f Trustees Nrthwest Cmmissin On Clleges And Universities Suthern Assciatin Of Clleges And Schls - AdvancED Cmmissin n Clleges: Candidate fr Accreditatin Western Assciatin Of Schls And Clleges Accrediting Cmmissin fr Cmmunity and Junir Clleges: Candidate fr Accreditatin Accrediting Cmmissin fr Schls: Candidate fr Accreditatin Accrediting Cmmissin fr Senir Clleges and Universities: Candidate fr Accreditatin NCPSA (Natinal Cuncil fr Private Schl Accreditatin) At the Early Childhd, Kindergarten, r pre-cllege level, recgnitin is cnveyed t the "Full Member" accrediting agencies f the NCPSA. NCATE (Natinal Cuncil fr Accreditatin f Teacher Educatin) TRACS (The Transnatinal Assciatin f Christian Clleges and Schls) - ABHE (The Assciatin fr Biblical Higher Educatin) ATS (The Assciatin f Thelgical Schls) - DETC (The Distance Educatin Training Cuncil) - ACCSC (Accrediting Cmmissin f Career Clleges and Schls) - FACCS Apprved Cllege means any cllege/university/seminary that des nt hld accredited status with any f the abve rganizatins; hwever, has prvided t FACCS: letters f credit transfer frm at least three (3) clleges, universities, r seminaries wh are fully accredited. prf that they d nt issue mre than 6 semester hurs f life experience credit t any student. *Degrees frm clleges that ffer mre than 6 hurs f life experience credit may be accepted tward fulfillment f certificatin requirements with additinal curse wrk required n an individual basis. Cllege/University transcripts must be supplied by the applicant t FACCS fr review. They can be prvided electrnically (preferred) r by mail. They d NOT need t be riginal, hwever if cpies are being prvided (either electrnic r by mail), they must: be cpied/scanned directly frm the riginal transcripts n file in the applicant s persnnel file at the schl, and Versin Revised 6/2017 7

9 be verified as such and signed by the lead schl administratr. Transcripts becme the prperty f FACCS and will nt be returned t the applicant, but will be filed with the applicant s recrds. Grade reprts r cpies f unfficial transcripts will nt be accepted. Curses Required: When transcripts are reviewed by FACCS t determine certificatin status, the fllwing curses are highlighted: Educatinal curses - these are curses that are educatinal in cntent and carry an educatin prefix in the curse number (ex. ED-, EDU-, EDUC-). They are nrmally a part f an educatinal degree prgram; hwever it is nt uncmmn fr ne t have taken educatinal curses in ther majrs as well. Curses that are church r Sunday Schl educatin in nature d nt cunt as educatinal curses fr certificatin purpses. Curses need t deal with schl educatin. Subject Area curses - curses that are centered in a particular subject cntent area (Math, Science, Histry, etc.). They can be taken bth within a majr and in general studies. Administrative curses - graduate level curses that are administrative in cntent and apply t an Administratr Certificatin. Endrsements Any endrsement desired by an applicant, either elected r required fr the certificate level/sub-level, must be selected frm the list f apprved endrsements as listed in the Appendix f this manual. Endrsement requirements may als be met by passing: Flrida Teacher Certificatin Examinatin (FCTE) Subject Area Exams (SAE) in the apprpriate and applicable subject area in lieu f the eighteen (18) credit requirement fr a subject area endrsement. General Knwledge exams are NOT acceptable tward the subject area requirement. Flrida Educatinal Leadership Examinatin (FELE) in lieu f the six (6) graduate level administrative credits required fr Administratr certificatin. **These tests are NOT applicable tward required educatinal credits r the Philsphy f Christian Educatin requirement. Infrmatin abut these examinatins is available at Natinal Institute fr Learning Develpment (NILD) Prfessinally Certified Educatinal Therapist (PCET) certificatin is acceptable tward the eighteen (18) credit hur requirements fr the Special Educatin endrsement. Temprary Certificate Restrictin Since the purpse f the Temprary Certificate is t give the applicant time (3 years) t cmplete the minimum requirements fr a Prfessinal Certificate, FACCS requires that ne cmplete the requirements f the Prfessinal Certificatin Plan (PCP) that accmpanied the Temprary Certificate and upgrade t the Prfessinal certificate befre being awarded a subsequent Temprary Certificate in a different type f level. One may, hwever, be awarded and hld mre than ne Temprary Certificate in differing types and levels cncurrently if applicatin fr the subsequent certificate(s) is made within 90 days f the riginal applicatin. 10 The required Philsphy f Christian Educatin curse can be either an undergraduate r graduate level curse r a specified seminar that meets the fllwing requirements: entitled r sub-titled as Philsphy f Christian Educatin r its equivalent, ( Philsphy r Educatinal Philsphy are nt acceptable); a curse descriptin that cntains the fllwing cmpnents: a histry f educatinal philsphy - bth biblical and secular, a Christian wrldview, biblical integratin, philsphy f teaching methds, philsphy f classrm discipline, philsphy f curriculum develpment. be at least ne (1) cllege credit r 6 instructinal hurs in length is either identifiable n a valid transcript r is certified by a cpy f the seminar certificate shwing the seminar title, instructr, date, and lcatin f instructin. *A cpy f an Assciatin f Christian Schls Internatinal (ACSI) Standard, Prfessinal, r Lifetime Certificate, active r expired, will meet the Philsphy f Christian Educatin requirement fr FACCS. It may als be determined by the Office f Prgram Services that excessive ISPs available thrugh sme prviders will be limited in what will cunt tward renewal.
