The Maine Fiber Cmpany Emergency cntact number is (207) This number is dedicated nly t Maine Fiber Cmpany emergency issues. Custmer Respnsibilities The Custmer is respnsible fr identifying service utages that appear t be a result f damage t dark fiber, and fr immediately cntacting Maine Fiber Cmpany s 7x 24 Emergency Repair number which is The reprting party shuld prvide the fllwing infrmatin t MFC Emergency Repair: Cmpany name Reprting party name Reprting party cntact infrmatin Circuit ID fr the affected fiber segment Diagnstic infrmatin, including estimate f lcatin, islated equipment lcatin, time/date stamp f alarms in custmer ptrnics r mnitring sftware, etc. MFC Operatins Respnsibilities MFC has cntracted with NextGen Telecm Services Grup, Inc. and additinal qualified telecm cntractrs fr 24/7/365 emergency respnse restratin services. NextGen is well knwn in the telecm industry as being ne f the leading fiber ptic cable cnstructin cntractrs in the Nrtheast. NextGen ffers a cmplete line f telecm services. Fiber ptic cable strand & lash cnstructin, fiber ptic cable fusin splicing, all types f fiber cable testing and ple setting are just a few f the services NextGen ffers. NextGen has prvided MFC with a 24/7/365 htline phne number fr MFC t use when necessary. The NextGen Telecm Services Grup, Inc. n call supervisr will btain relevant failure, interruptin r impairment infrmatin frm MFC and dispatch apprpriate resurces. Triage will be crdinated between NextGen Telecm Services Grup, Inc. and the Outage Crdinatr frm MFC. MFC will be updated n individual links as they are restred. MFC will update the custmer peridically with prgress n restratin until service is
2 restred. NextGen maintains a revlving emplyee n call schedule t ensure the required resurces are available during ff hurs and weekends when needed. NextGen has an ffice in Gardiner, ME and als has multiple satellite ffices/lay dwns acrss the state. They als perate an ffice in Rchester, NH which is lcated next t the Maine brder and assists with Suthern Maine respnse supprt. NextGen currently prvides similar services t multiple telecm prviders thrughut the Nrtheast. MFC and NextGen maintain multiple emergency respnse kits. These kits are designated t be used n the MFC fiber netwrk fr emergency restratin effrts nly. Each kit cnsists f enugh materials t repair/replace tw sectins f cable and cmplete tw splice lcatins. The restratin kits cnsist f multiple lengths f cable with multiple strand cunts, 5/16 EHS messenger strand, multiple FOSC450D splice enclsures, splice trays, snw shes and hardware (blts, nuts, clamps, dead-ends, strand splices, etc.) NextGen als maintains an inventry f anchrs and utility ples that are available fr restratin when needed. Emergency Respnse Escalatin Prcedure Custmers may use the Emergency Respnse Escalatin Prcedure in the event that MFC has nt met the (2) hur ntificatin bjective and/r the 24 hur restratin bjective nted abve. Fiber Tagging, Intercnnectins, Rute Maintenance and Cnstructin Integrity MFC uses nly custm rdered and manufactured fiber ptic cable. The cable sheath is embssed with the MFC emergency call-in number f (207) and Maine Fiber Cmpany n the utside sheath f the cable. In additin t the MFC cntact inf being embedded int the cable sheath, MFC has tw distinct yellw stripes manufactured int the cable sheath that are used fr identificatin and can be seen frm a reasnable distance away. MFC is als installing custm range wrap arund fiber tags with the same telephne number and cmpany name at each fiber ptic cable ple attachment and manhle/handhle. MFC is cnfident that custm labeling all cable and fiber tags will assist in quickly identifying MFC wned
3 cable which will ultimately expedite restratin respnse and restratin f custmer service. Additinal fiber ptic cable slack lps designated as restratin slack have been engineered int the netwrk design and are lcated thrughut the entire netwrk. These slack lps are t be used fr restratin and maintenance nly. This will ensure cable slack is available fr restratin fr years t cme. In rder t maintain reliability and decrease service interruptins, Maine Fiber Cmpany practively patrls the MFC fiber every 6 t 8 mnths t identify areas needing maintenance and pssible future prblems. Inspectins are typically cmpleted in a 2-4 week windw and any crrective wrk is scheduled fllwing the cmpletin f each inspectin, and is generally cmpleted within 60 days f inspectin cmmencement. MFC allws nly pre-apprved cntractrs under the directin and supervisin f MFC t perfrm wrk n the MFC Fiber. The Planned Maintenance Schedule belw prvides additinal detail regarding planned maintenance ntificatin prcedures. The design and engineering f MFC fiber infrastructure was dne with durability, serviceability, and reliability gals in mind. The netwrk is being cnstructed with 5/16 EHS strand, Prysmian FlexLink, All-Dielectric cable with gel filled tubes, Crning SMF28e+ fiber with a maximum db lss f.22db/km and Tyc FOSC450D splice enclsures in supprt f these gals. Thse segments are between Bangr and Orn, between Ellswrth and Bar Harbr, and between Brunswick and Prtland. In the event an utage ccurs n any f these segments, MFC Operatins crdinates with the underlying prvider fr maintenance and restratin activity.
4 New Intercnnectin Activity New intercnnectins t the MFC fiber netwrk are cnsidered nrmal curse f business, but are strictly cntrlled in rder t avid disruptin t existing cnnectins and services. Intercnnectin activities include, but are nt limited t, accessing the MFC backbne fiber, delashing/lashing, mvement f slack, ring cutting cable, installatin f new splice cases, access t existing splice cases, splicing, testing and inspectin. Each Intercnnectin Applicatin is reviewed and apprved by an MFC Engineer prir t scheduling activity n the MFC netwrk. All intercnnectin activity is cnducted per the table belw. Type f Wrk Ntice T Ntice Interval Wrk Windw Rutine Lessees in affected Mndays, Tuesdays, intercnnectin One (1) week in splice tray r buffer Wednesdays & Thursdays related splicing advance tube, via 12AM and 6AM activities New intercnnectins may be perfrmed during nrmal wrking hurs in the event that a single custmer ccupies the affected buffer tube, and/r splice tray, prvided that the custmer apprves the daytime wrk in advance. Intercnnectin n segments utilizing underlying prviders is prvided n an individual case basis. Please cntact MFC in advance t determine whether intercnnectin is available in the segments between Bangr and Orn, between Ellswrth and Bar Harbr, and between Brunswick and Prtland. Fiber Management Sftware Maine Fiber Cmpany knws the imprtance f accurate, as-build dcumentatin and has invested in ne f the mst sphisticated and reliable tls n the market t manage this infrmatin. MFC has purchased Telvent, ArcFM and Fiber Manager, a GIS driven fiber management sftware system with a detailed attachment database that will ensure efficient identificatin and management f all fiber rutes, strands, and splice pints. This will aid in the tracking and fault islatin resulting in quicker restratin and faster prvisining. The Telvent sftware is ne f the mst rbust, user friendly fiber management sftware packages available n the market. Maine Fiber Cmpany is able t access the sftware remtely frm any cmputer frm any lcatin. This will aid in cmplicated trubleshting and restratin effrts and assist in quicker service restratin. Every piece f data assciated with the MFC fiber ptic infrastructure will be stred and managed within the Telvent sftware. Such as, GIS lcatins f every utility ple, manhle, handhle, splice pint and slack lp lcatin within the netwrk. Every ple number and the cable sheath ftage at every ple will als be stred in the data base. Telvent sftware tracks and dcuments fiber usage, availability and custmer designatin which will assist in quicker repairs. The sftware als generates detailed splice schematics based n the infrmatin stred in the data base. The splice schematics are clr
5 cded and easy t interpret which reduces the pprtunity f errr ut in the field.
