2 System overview MTE offers a broad range of customized high precision test systems for customers such as utiities, meter manufacturers and meter test aboratories. The individua system components of a MTE meter test system are moduary deveoped and can be combined in any order for testing of singe- and three-phase meters with or without cosed I-P inks. This moduar design gives fexibiity and enabes MTE to provide the optima customer orientated soution for each singe- or three-phase meter test system the customer requires to meet the changing needs in the metering word. MTE offers and respects the importance to upgrade existing test systems and provides soutions to graduay repace existing systems with modern components. Whatever the needs, wherever the customers, MTE has the innovative soutions and the focus to contribute to the efficiency, profitabiity and quaity of our customers. 4 Eectronic power sources SPE system, three-phase power source The SPE system is an eectronic votage- and current power source and a meter suppy unit (phantom oad) for testing eectricity meters or for testing other devices which use current or votage. The network as generated by the SPE system is competey distinct / independent from that of the mains power suppy. The SQE System is especiay appropriate for test aboratories to perform compiance, acceptance or type test of eectricity meters and different types of power, energy and power quaity measurement devices, foowing the existing (IEC , EN 50160) and the new (IEC ,2) power quaity standards. 5 Eectronic power sources PSP system, singe- up to three-phase power sources The PSP system is an eectronic votage- and current power source and a meter suppy unit (phantom oad) for testing eectricity meters or for testing other devices which use current or votage. The network as generated by the PSP system is competey distinct / independent from that of the mains power suppy. The network as generated by the ZVE system is competey distinct / independent from that of the mains power suppy. 6 Reference standards / comparator Stationary reference standards The eectronic system reference standards in accuracy cass 0.05 or 0.02 are precision measurement units for a AC vaues, which are used in the measurement of energy. The wide measurement range and the high precision are the main characteristics of the reference standards. SRS 121.3, accuracy 0.05 % Current range: 1 ma A or 1 ma A SRS 400.3, accuracy 0.02 % Current range: 1 ma A or 1 ma A SRS Stationary reference standard, accuracy cass 0.05 SRS Stationary reference standard, accuracy cass 0.02 PRS Portabe reference standard The PRS is a combination of a three-phase portabe reference standard of cass 0.02 and an IEC Cass A compatibe power quaity anayzer with 3 votage and 3 current channes. The device is equipped with two 8.4 coours TFT VGA dispays with touch screen operation. The reference standard is used to test singe- and three-phase meters, instrument transformers and instaations on site. The power quaity anayzer is used to resove disputes at contractua appications, for statistica surveys, incuding EN reporting, and for onine troubeshooting of different kind of power quaity probems. PRS Portabe reference standard, accuracy cass 0.02 K2006 Comparator The K2006 is a high accuracy comparator of accuracy cass 0.01, especiay suitabe for use in metroogica institutes and high precision measuring aboratories. Its abiity to compare directy to an externa DC reference aows easy traceabiity to nationa standards. Comparators are reguary used for checking of reference standard meters, for the caibration of precision current and votage sources and for the verification of eectrica standard measurements and eectricity test systems. 7 Error evauation systems The moduar evauation system SMM 400 performs error cacuation, testing of emitting contacts and communication to tariff device units to the meter under test. 8 Error evauation systems SMM 400 Bus-Master provides the interface between persona computer (via ETHERNET) and the system modues over RS 485-Ringbus. The SMM 400 Bus-Master is equipped with an error cacuator for 10 meter positions and 10 direct inputs for scanning head puses. SMM 400 is a one channe error cacuator with one input on the rear side for scanning head puses from SH 2003 or SH 11. A reset-button aows a restart of the measurement. The meter error is shown on a fu graphic OLED dispay. SMM 400+ Meter evauation modue with a fu graphic OLED dispay, reset-button and 2 scanning head puse inputs is the perfect soution for testing modern (smart) meters. 9 Software package CALegration CALegration is an a-in-one software package designed to contro the atest MTE test equipment product ine, incuding the recording and evauation of meter and measurement data. CALegration bundes the functionaities and advantages in one brand new and comprehensive software package. Automatic meter testing Automatic meter tests are executed in three steps: 1. The user defines the meter and meter type, the test point eements and the test procedures 2. The test is executed and the resuts are stored in the database 3. 10 Software package CALegration Meter and meter type definition The meter and meter type definition function is used to define and administrate any kind of meters. The meter type definition contains the eectrica und functiona definitions of meters under test (connection vaues, meter constants registers etc.). The type definitions can further be caed up and aocated to the meter stock / inventory of the customer (meter name, manufacturer number etc.). For the tariff device communication, a communication modue is assigned to the meter types. This defines the data to be seected or programmed pus the dispatching commands, adaptabe by the customer, makes the fuy automatic examination of high-functiona meters and tariff devices possibe. The basic version supports the communication protoco in accordance with IEC Mode C standard. As an additiona option the communication protoco is prepared according to dms / COSEM. It is aso possibe to dispay simutaneousy the actua test vaues, wave forms and resuts in their own windows using arge, easiy visibe and configurabe fonts. Test procedure A test procedure or test sequence describes the order and content of different test point eements in a whoe procedure. For each test step the desired source settings (current, votage, phase ange, frequency etc.), test settings (e.g. error measurement) and contro functions (e.g. automatic meter readout) can be specified. In addition to the respective test method (e.g. error measurement, register tests etc.) each checkpoint can be inked with contro commands. Contro commands dispay for instance instructions to the operator, switching of tariff reays or dispatching of commands. Meter testing By undertaking an automatic test the user aocates to each active measurement position a meter type and seects a test procedure. Subsequenty the user wi comfortaby be guided through the test. The actua status of the test and active test point is ceary indicated at a times. -10-

11 Software package CALegration Resuts Optiona software modues After executing an automatic test sequence a saved resuts are avaiabe for further data processing, such as creating an individua test report or the export to Exce tabes. The resuts can aso be viewed and evauated directy using severa sort criterias in a separate resut tab in the database. The CALegration Report Designer, enabes the user to create and define their own protoco masks (caibration certificates, pass / fai reports, statistica reports, customer reports etc). MTE aso supports the integration of aternative communication protocos for tariff devices. Manua contro The manua contro modue aows a simpe quick check of a meter's accuracy and other functions. This modue has an interface that directy contros various parts of the test system such as power source, reference standard and error evauation system. 12 Scanning heads and scanning head carriages Scanning head SH 2003 The SH 2003 photoeectric scanning head is suitabe for use with both LED impuses from static / eectronic meters and aso for detecting the marks on Ferraris / mechanica rotating disc meters, seectabe via a switch. Due to its high performance and robust construction it is suitabe for both stationary and portabe test systems. Scanning head SH 11 with integrated teach function The SH 11 scanning head was especiay designed for scanning of the marks on the rotating discs of Ferraris / mechanica meters or simuated disc marks on LCD dispays pus the detection of ight emitting diodes (LED's) of static / eectronic meters. The choice of operation with mechanica or eectronic meters is made by simpe rotation of a seection switch. The manuay sensibiity set-up for the disc or LCD marks is not necessary. The optima set-up is automaticay earned by the integrated teach function, which can be activated by the rotary switch or an externa contro signa. Scanning head carriages SHC 1.2 and SHC 2.2 The SHC range of scanning head carriages has been designed for use with the SH 2003 and SH 11 mode scanning heads. The range is user friendy and offers a high degree of fexibiity. Horizonta adjustment and scanning head fixing are buit into each individua support position Depth adjustment has aso been provided in order to adapt the scanning head to meters of diverse constructiona depths Fast height adjustment by using the direct 'press-button' contro There is a fine setting contro, both in depth and height, for each version of the scanning head. Meters may be scanned from the side by simpe rotation of the fine setting -12-

13 Quick connection devices IEC-, BS-, ANSI-standards Quick connection device QCD This QCD quick connector may be used with current eves up to 80 A for ong period testing, and with up to 100 A for short periods of time. The connector is avaiabe in three different versions, which may be used together with singe- and three-phase meters. The QCD 3 I/U is constructed identicay to the QCD 3 I, with the difference that the votage connection is assured over a jumping finger contact system. Quick connection device EMP 1.3 The EMP 1.3 quick connection device is especiay recommended for situations where the time factor is of importance. Thanks to the universa construction of the EMP 1.3 quick connection device, it may be used for the support and connection of practicay a types of eectricity meters. This EMP 1.3 quick connection device can be used with current eves up to 100 A testing, and even with the additiona high current adapters up to 120 A. Quick connection device QCD Form S Due to its universa construction the QCD Form S quick connection device may be used for the support and connection of practicay a types of sef contained (direct connected) or transformer operated ANSI socket meters, incuding the most used forms 1S, 2S, 3S, 4S, 5S, 6S, 8S, 9S, 12S, 13S, 14S, 15S, 16S and 17S. This QCD Form S quick connection device can be used with current eves up to 200 A. -13-

14 Accessories Isoation current transformer ICT 2.3 The ICT 2.3 three-phase Isoation Current Transformer is used on muti position test benches for testing three-phase meters with cosed inks between the current and votage measuring circuits (C-P-inks). Meters of this type are produced and used with increasing frequency. Hand hed terminas The HT 2010 cordess hand hed termina with an integrated bar code reader is designed for recording meter specific data at meter test systems. Impuse interface adapter The IMP-IF1 impuse interface adapter is suitabe to interface MTE reference standards with meters having retransmitting contacts, open-coector transistor outputs or true S0-outputs to aow fu testing of meters with these types of outputs interfaces. OKK optica communication head The communication to sophisticated eectronic tariff devices / meters is performed according to IEC (IEC 61107) mode C, using an OKK optica communication head. 15 Testing singe-phase meters with cosed IP-inks using MSVT Overview If the meters under test do not aow opening the I-P inks, then there is an unwanted connection between votage and current path at every meter position. Because of these connections, the ine (input) and oad (output) of each current measurement eement are forced to be at the same potentia, an effective short-circuit path exists across the current measuring circuit of every meter under test, causing a arge measurement error. It is therefore not possibe to test mutipe meters with cosed I-P connections on a conventiona meter test instaation without additiona faciities. To be abe to test these types of meters, gavanic isoation must be provided between the current and votage circuits of each meter under test. This isoation must ensure that the cosed I-P inks in the meters do not cause these unwanted short-circuits and the resutant measurement errors. With singe-phase meters, gavanic isoation can theoreticay be carried out using either votage or current isoation transformers. In this case, a connected I-P ink does not cause a short-circuit, as this connection is now made on the secondary side of the transformer, thus avoiding any direct connection with the other meters in the circuit. For the testing of mutipe singe-phase meters with fixed / cosed inks between the votage and current path (I-P inks), gavanic isoation must be provided at each test position. In practice this is normay done by connecting the votage circuit of every meter under test, through a high accuracy votage transformer (MSVT). For cost reasons a votage transformer with severa gavanicay isoated secondary windings is used. 16 Testing three phase-meters with cosed IP-inks using ICT 2.3 Overview Whie testing meters with fix cosed IP-inks, unwanted connections between votage and current path at each test position wi cause significant accuracy reduction. In this case transformers in the current circuit are required to decoupe the votage from the current path. The ICT 2.3 three-phase Isoation Current Transformer is used on muti position meter test systems for testing three-phase meters with cosed inks between the current and votage measuring circuits (IPinks). Eectronic meters with cosed inks are becoming increasingy common. To achieve compete decouping the test instaation needs to be fitted with one current transformer per phase for each test position. 18 Safety equipment In meter testing stations, dangerous votages above 50V AC might be avaiabe. The user must be protected from them. Foowing measures secure and enabe a votage separation: Stationary separating safety equipment Movabe separating safety equipment Non-separating safety equipment In many meter test stations, separation between energized parts and the users of test stations cannot be reaized by means of stationary separating safety equipment ony. For this reason, movabe or nonseparating safety equipment is used. To aow the use of safety switches or ight curtains in meter testing stations, a safety reated signa evauation is required. Here a safety reay anayzes the starting conditions and in case of needed interrupts the dangerous votage. This functionaity is reaized by a safety shutdown device (VSB10.3) connected between power source and meter test rack. The connected safety equipment (safety switch/ ight curtain) acknowedges the safety. The measurement wires are separated and ead back to the power source in order to avoid over moduation in the power source. In addition, the power source receives over a safe contact information about safety shutdown. After that the moduation switches off. As soon as the meter test equipment returns to safe state the process can be started again automaticay or VSB10.3 Votage Safety Box manuay (this can be freey adjusted). 19 Meter test racks Our meter test racks are made of robust auminum profies. The standard rack consists of a working tabe, equipped with fixations for singe- or three-phase meters. The quick connections for the meters under test can be arranged horizonta or in the vertica way. Each meter position is equipped with an error evauation system, safety sockets for the connection of the measuring votage and movabe scanning head carriages. Thanks to the moduar design structure of the meter test racks, specia versions can be adapted easiy with regard to the number of measurement positions, mechanica arrangements and technica specifications according to customer needs: Severa quick connection devices according to IEC-, BS- or ANSI-standards are avaiabe, which aow fast suspension and connection of meters Reay outputs for tariff contro Hand hed termina with or without barcode reader Tariff readout system etc. This picture shows a meter test rack with tota 10 measurement positions for 10 bottom connected DIN meters or 10 chassis meters. 20 System ayouts For the substantia throughput of singe- and three-phase meters (voume production) MTE recommends the horizonta aignment of the meters under test in an automatic test system. Whist the test of the meters of the first oad is running, a second oad of meters can aready be assembed on another sedge. In addition, due to the more stabiized horizonta positioning and arrangement of the scanning heads, readjustment is sedom and the efficiency of the whoe testing process can be increased significanty. This setting ensures a high degree of efficiency. Gantry systems on troeys are used, if many specia or different singe- and three-phase meter types require a quick and fexibe adaptation in the test procedures. Whist the test is running other troeys can be used in parae to perform the assemby, preheating and if required meter isoation test. That guarantees the user an ongoing throughput. -20-

22 Automatic test systems for the voume production of meters Exampe of an automatic three-phase test system for 40 positions The photos show an automatic test system for e-distribuzione, Itay. This system can be divided basicay into three sections. In the eft or right section the meters are assembed, in the midde section the meters are tested. Once caibrated, configurated and examinated, they are removed from the test system in the right or eft section. Whie the test of the meters of the first oad is running, a second oad of meters can aready be assembed on the other sedge, providing a continuous fow of tested meters and substantia throughput. Having more than 10 years of experience with such sophisticated systems, MTE continuousy improved its approach with innovative deveopments to meet highest customer requirements. -22-

23 Automatic Smart Test System Exampe of a fuy automatic smart test system for high voume testing of singe-phase meters This highy customized project exampe shows a fuy automatic test system for singe-phase meters on 5 trays with 10 measuring positions each. The system is divided into 6 different sections and test modues. Its throughput is up to one miion tested meters per year.
